Letter from WestUrban Developments Ltd. re: Construction at 301 Nursery Hill Drive
Apology and response from the developer to resident concerns regarding construction traffic, noise, and road safety.

Thank you for your letter of August 18, 2018. WestUrban Developments Ltd. extends its sincerest apology for the inconveniences the strata residents are experiencing due to the development of 301 Nursery Hill Drive. We acknowledge that being the last property to develop and given the size of the development it is very challenging to retain all construction related activities on site. Having said that, we can do better.
For ease of reference I will respond to the concerns raised in your letter of numerical order:
- Trucks of construction workers parked on Nursery Hill Drive – all construction workers whether they are direct employees of WestUrban Developments or employees of sub-trades have been advised that there is no parking available on Nursery Hill Drive. All foreman have once again been reminded of this fact together with the overarching message that non-compliance can result in vehicles being towed. We are very disheartened to hear that residents may have been met with disrespect by anyone working on our site. The success of WestUrban Developments Ltd. is predicated on a core value of mutual respect. We have addressed this on site and request that should this type of complaint recur, please contact Monique Hebert, Operations Manager (Direct Line 250-914-8419 or Mobile 250-287-6424) for immediate resolve at the site.
- Commercial Vehicles – Deliveries to site will be an ongoing challenge until such time as the on-site road infrastructure can accommodate commercial vehicles (this should be resolved within the next month). Until that time traffic control personnel will continue to be used to ensure road safety. WestUrban has reminded all suppliers and sub-trades of the importance of scheduling deliveries with the site office to ensure traffic controls measures are implemented with EVERY delivery.
- Road Safety – Thank you for bringing this to our attention. It appears that the correct actions were taken and the correct authorities involved.
- Relationship of Contractors and Residents – Once again, this is a significant concern for WestUrban Developments Ltd. Please do be in contact with Monique Hebert when these types of interactions occur and they will be addressed immediately.
- Construction – WestUrban Developments is somewhat surprised by this particular complaint. The current environment and workforce culture are somewhat reluctant to work the extended hours of the past. We do know that the Site Superintendent typically arrives at 6:30 a.m. and he is constantly frustrated by a workforce that doesn’t arrive until after the workday start of 7:00 a.m. WestUrban Developments will monitor this issue closely and ensure no construction noise is generated before 7:00 a.m.
- Status of Road – WestUrban Developments Ltd. is required by the Town of View Royal to apply the second/final asphalt layer from Six mile Road to the development site as a condition of occupancy. WestUrban Developments is not aware that large construction vehicles drive to the top of Nursery Hill Drive for turnaround purposes. We will be sure to advise all suppliers and workers that the road does not accommodate large vehicle traffic and should not be used.
In closing, WestUrban Developments Ltd. endeavours to be a good neighbour throughout the construction period and looks forward to maintaining contact with you as we work through the challenges of being the last property to develop in a very constricted neighbourhood. Immediate measures that we are taking include:
a. Immediate improved construction signage b. Strong reminder for all on site workers, all suppliers, and all sub-trades that street parking is not permitted, there is no tolerance for disrespect, and traffic control is a requirement for ALL deliveries to ensure road safety c. Reconfiguration of the parkade to facilitate some parking (currently the parkade is a storage and work area for materials that will be installed in the building), this should assist with some of the parking and delivery pressures being experienced.
