a) P. Toupin-Selinger, Ironclad Developments Inc., Re: Development of the Properties at 339, 341 and 345 Island Highway
Mr. Toupin-Selinger presented the proposal for a 240 unit rental development at 339, 341 and 345 Island Highway. He noted the proposal includes two buildings – one of four storeys and the other of five – with underground parking; 34% site coverage; and an FSR of 1.6. Mr. Toupin-Selinger indicated he would like to make a rezoning application in February and a development permit application in the spring.
The Mayor noted that Council would not be able to give a clear indication of rezoning support at this time.
Council and Mr. Toupin-Selinger discussed site coverage; on-site amenities; parking; vehicle access; traffic impact analysis; tenure; setbacks; and massing.

The Chief Administrative Officer gave an overview of the report to Council.

C-01-18 THAT the Town of View Royal participate in a Fire Dispatch RFP process with other municipalities in the region. CARRIED

C-02-18 THAT a cost estimate to widen to 2.1 metres and modify the surfacing materials of the circular trail in View Royal Park be included in the 2018-2022 Financial Plan discussions. CARRIED

C-03-18 THAT report dated December 7, 2017 from the Senior Planner titled “Official Community Plan Amendment No. 2017/02 and Rezoning Application No. 2017/04 – Thetis Vale Phase 7 (formerly part of 2427 Chilco Road) be received and the applicant be requested to provide additional information identified in the report;
AND THAT early and ongoing consultation of the Official Community Plan amendment not be conducted given the minor nature of the proposal;
AND FURTHER THAT Council direct staff to notify BC Hydro, BC Ministry of Transportation and Infrastructure, BC Transit, Canada Post, Capital Regional District, Esquimalt Nation, FortisBC, School District No. 61, Shaw Cable, Songhees Nation, and Telus of the public hearing for the proposed Official Community Plan amendment bylaw. CARRIED

Council discussed View Royal’s percentage contribution to the West Shore Parks and Recreation Society and the status of the skate park proposal.
