The Mayor noted that the Helmcken Market owners are pleased to see the hydro box at the corner of Helmcken Road and Watkiss Way decaled with the historic photo of the original Helmcken Market.

a) G. Horth, General Manager, CREST, Re: Public Safety Building – Tower Site Analysis and Rationale

Mr. Horth provided an overview of his report to Council.

Council and Mr. Horth discussed CREST radio coverage and siting options.

C-78-18 THAT the Town of View Royal authorize the installation of a 47 metre monopole at the Public Safety Building property (333 Island Highway) as part of the CREST Emergency Radio Communications System;

AND THAT the monopole be located as shown in Option 3 (the westerly end of the bench) of the Dunster & Associates Environmental Consultants Ltd. May 12, 2018 report;

AND FURTHER THAT the Town enter into the Telecommunications Agreement substantially in the form attached to the Chief Administrative Officer’s March 15, 2018 report. CARRIED

THAT the application for an Official Community Plan Amendment on the “Martino Lands” (2379 Lund Road, PID 030-048-541) be amended to include the land use designation from Rural to Park, Open Space and Recreation;

AND THAT the application for a Zoning Bylaw Amendment on the “Martino Lands” (2379 Lund Road, PID 030-048-541) be amended to include P-3 Parks and Recreation as the zone for the remainder, non-residential portion, of the site;

AND THAT the Town engage a BC Land Surveyor to survey the “Martino Lands” (2379 Lund Road, PID 030-048-541) and prepare plans to facilitate a Development Permit and Subdivision Application with the funds coming from the Administration Department contingency;

AND FURTHER THAT the Town proceed with making a Development Permit with Variance application to facilitate the subdivision of the “Martino Lands” (2379 Lund Road, PID 030-048-541). CARRIED
