CHILCO TRAILS ADDITIONAL TRAIL SEGMENT QUOTE
RECOMMENDATIONS:
THAT staff be authorized to enter into a contract with Western Watershed Design Incorporated to construct an additional trail segment to connect to Kaleigh Place at a cost not to exceed $41,300.00.

PURPOSE OF REPORT:

BACKGROUND:
When the RFP was awarded to construct Phases 3 and 4 of the Chilco Trails network, the full budget amount of $140,000 was not utilized. Council expressed an interest in receiving a quote for the final segment to complete the trail network.
The Chilco Trails Design Network Plan included a connection to Kaleigh Lane. Staff have received a quote to complete the Chilco Trails Network as designed.
PROPOSAL:
Western Watershed Designs Incorporated will construct a trail to either Kaleigh Lane for an additional cost of $41,300.00, and an additional 3 weeks of work. The price reflects the difficult terrain and the amount of stair work that will be required for the Kaleigh Lane connection.
From the trail consultation process, Council may recall the residents on Carly lane were less accepting of the proposed trail which is why Kaleigh Lane was ultimately selected. Any future trail connections will require consultation with residents which would not be completed before the 2019 budget. The Zone 5 segment is shown in the attached plan.
ANALYSIS:
The proposal is consistent with the plan and is within the overall budget provided for this project. Being able to complete the entire network this year is cost efficient as a trail building company will not have to mobilize a second time.
The same trail standard as was used for the rest of the trails will be utilized and the work can be completed in the 2018 budget year. This additional segment would complete the Chilco Trails Network as originally designed/planned with the community.
Work on Zones 3 and 4 is anticipated to begin shortly and a decision on adding a segment is required as soon as possible.
