CITY OF SURREY FIRE DISPATCH SERVICES AGREEMENT

RECOMMENDATION:

THAT the Town of View Royal enter into the City of Surrey Fire Dispatch Services Agreement substantially in the form attached to the CAO report dated May 31, 2018.

I concur with the recommendation.

PURPOSE OF REPORT:

To establish authority for the execution of the City of Surrey Fire Dispatch Service Agreement.

BACKGROUND:

The Fire Dispatch Request for Proposals 2018-911 Fire was sent January 31, 2018 to Dispatch Service Providers including the CRD/City of Langford, the District of Saanich, the City of Campbell River, E-COMM, the City of Surrey, the City of Kelowna, the City of Kamloops, and the City of Prince George. The closing date for the RFP was February 23, 2018.

The evaluation of the proposals resulted in a clear preferred candidate at a total cost saving of more than 1.9 million dollars for the five municipalities participating.

The following resolution was adopted at the March 20, 2018 regular council meeting: “THAT the Fire Dispatch Proposal received from the City of Surrey in response to the joint Fire Dispatch RFP process be accepted as the preferred proposal and that staff begin the process to conclude transition program and contract.”

DISCUSSION:

Staff and our partners in the RFP, have advised the City of Surrey, that they are awarded the contract for the provision of Fire Dispatch Services. Since that time staff have been working with the City of Surrey and our partners to conclude an acceptable contract and expedite the process of a transition.

Our municipal partners have had opportunity to provide comment and discussion of the terms of the contract and are now all satisfied that our obligation can be signed off in the contract form attached hereto.

RECOMMENDATION:

THAT the Town of View Royal enter into the City of Surrey Fire Dispatch Services Agreement substantially in the form attached to the CAO report dated May 31, 2018.
