1. CALL TO ORDER – Mayor Hill called the meeting to order at 7:02 p.m.

2. APPROVAL OF AGENDA

THAT the agenda be amended to include 9.1 (b); AND FURTHER THAT the agenda be approved as amended. CARRIED

3. MINUTES, RECEIPT & ADOPTION OF a) Minutes of the Council meeting held November 1, 2011

THAT motion C-148-11 of the Council meeting held November 1, 2011 be amended to read:

THAT staff circulate the proposed private dock development guidelines for Esquimalt Harbour to the Department of National Defence for comment;

AND THAT staff provide to Council a consultation plan report that contemplates consultation with residents, in particular waterfront property owners, and relevant advisory committees. CARRIED

4. MAYOR’S REPORT Mayor Hill extended his thanks to Council, staff, family and residents for their support during the last three years. He also acknowledged a list of accomplishments made by the Town from 2008-2011.

Councillor Britton also thanked members of Council for their support during his tenure as Councillor for the Town.

8. REPORTS 8.1 STAFF REPORTS a) View Royal Park Grant Application

   1. Report dated November 9, 2011 from the Director of Development Services

Council and staff discussed budgeted amounts and timelines for this application.

C-150-11 THAT staff apply for a Community Recreation program grant to facilitate the implementation of the View Royal Master Plan;

AND THAT the grant request focus on implementing the northern section of the park with the double pathway and the installation of an outdoor exercise equipment circuit with an estimated total cost of $526,548.00;

AND FURTHER THAT the Town allocate its 20% contribution of $105,310.00 from the funds included in the 2012-2015 Budget for View Royal Park. CARRIED

b) Write Off Un-Paid Property Taxes

C-151-11 THAT the Honourable Ida Chong, Minister of Community, Sport & Cultural Development, be requested to confer the power to the Council for the Town of View Royal, to write off unpaid property taxes of the following Federal Lease Property:

• Roll No. 401.18300.000 — $5,240.69 CARRIED

8.2 COMMITTEE REPORTS a) From the Committee of the Whole meeting held November 8, 2011

Recommendation:

1. Extension of the Town’s Residential Garbage and Household Food Waste Collection Contract

C-152-11 THAT the extension of the Town’s Residential Garbage and Household Food Waste Collection Contract with Waste Management of Canada Incorporated be approved for two additional years from June 1, 2012 to May 31, 2014, as per the Services Fees outlined in the 2009-2012 Collection Contract. CARRIED

2. Naming of Park at Watkiss Way and Burnside Road W. Council discussed amending the motion to include “residents”.

C-153-11 THAT the main motion be amended to include that staff and the Garry Oak Ecosystem Restoration Team work with residents, particularly students of Eagle View Elementary School to develop a list of potential park names. CARRIED

3. 1900 Watkiss Way – Rezoning/OCP Amendment Application

C-154-11 THAT the following recommendations of the Planning and Development, Transportation, and Parks, Recreation and Environment Advisory Committees be considered in the rezoning and development permit application:

• that the applicant install a landscaped and irrigated median system, similar to the one at Camden Green, to be built at the entrance to the development on Watkiss Way that allows for dedicated left hand turn lanes from both directions;
• that the applicant consult an arborist to conduct a security and risk assessment of the trees bordering the property; and should the report identify risks, that the applicant be responsible for any remediation costs to meet the recommendations of the assessment;
• that the surface treatment of the driveway entrance to the development indicate that there is a crosswalk similar to what is provided currently in the school zone on Watkiss Way;
• that an outdoor social gathering area be considered; and
• staff work to achieve a statutory right-of-way for public access through the property at 1900 Watkiss Way. CARRIED Councillors Rast and Britton voted in the negative

b) Collection and Disposal of Residential Garbage and Household Food Waste Bylaw No. 745, 2009, Amendment Bylaw No. 817, 2011 A Bylaw of the Town of View Royal relating to the Rates for the Collection and Disposal of Residential Garbage and Household Food Waste

13. QUESTION PERIOD a) L. Pakos, 336 Glenairlie Drive, questioned how illegal secondary suite issues can be addressed on Nursery Hill Drive in order to eliminate the parking issue on this street.

b) S. Carter, 8 Eaton Avenue, questioned whether Council was contemplating the installation of a traffic signal at the crosswalk at Watkiss Way and Burnside Road W. Staff noted that this work will be tied in with the development of the third parcel of land at 1900 Watkiss Way.
