4. MAYOR'S REPORT
The Mayor commended the View Royal Fire Department’s Emergency Program Officer, T. Mollin, and the View Royal/Colwood Emergency Social Services volunteers on the great job at the Emergency Preparedness Fair held May 1, 2016 at the Juan de Fuca Recreation Centre.
As well, he expressed his support for the residents of Fort McMurray, Alberta in regard to the recent wildfires.
5. PETITIONS & DELEGATIONS
a) T. Marks, Shoreline Middle School, Re: Shoreline Middle School's Paddling/Outdoor Program
J. Spies, Teacher, spoke to Council in regard to Shoreline Middle School’s Big Canoe Program.
She noted that the Big Canoe Program is based on three key principles – experiential learning; place based learning; and First Peoples’ principles of learning.
Several celebrations have taken place over the last three years with the whole Shoreline Middle School staff participating in this program. She noted that the school is hoping to continue the program indefinitely and to further implement it into classroom learning. As well, they wish to continue to connect to the local community which includes the Songhees and Esquimalt First Nations.
They are requesting the Town of View Royal’s support of the program with continued boating access to the Gorge Waterway; improvements to Portage Inlet Linear Park; and a letter of support for Shoreline Middle School’s Canada 150 grant application.

6. PUBLIC PARTICIPATION PERIOD
a) F. Yakelashek, 2523 Belmont Avenue, stated she is working towards making the world more environmentally friendly and that she and her brother are hoping the Town will write a letter to the Prime Minister and other Federal leaders supporting the Federal Bill of Environmental Rights.
b) J. Penner, 409-290 Wilfert Road, presented petitions to Council regarding the creation of a.) an access from Wilfert Road, through Department of National Defence land, onto the trail at the Juan de Fuca Recreation Centre site and b.) a retroactive dark sky policy.
