Your Worship

We would like to move forward with the development permit for this property and would like you to consider the following.

As you know the area well, this project would continue the progression along Atkins Road into a modernization that has already begun. Adjacent to this property we have good quality high end homes which are fully utilized leading one to conclude more homes are required. Also, there is a good supply of high density product nearby. This development and its mid range homes would be a perfect mix for this particular area. Obviously there are many reasons for this type of rational to increase density. The first we would usually reflect upon is the increase in revenue from broadening the tax base. Maintaining the look of the neighborhood serves all who reside in the area, and done properly actually increases the value of all homes in the immediate area. We view maintaining the look of the neighborhood to not simply match what is there now, but to offer a look that fits and still add some subtle differences. This particular site would certainly add to these features for the area.

We have a building on this site which has outlived its usefulness and therefore replacing it with new modern buildings with a greater ability to be energy efficient is a constant reason to support these types of upgrades. The nine homes on this site would probably use less energy combined than the one which exists there now, at least in the cost per BTU of heat required. There are safety issues also, which is a sound rational for these types of changes to the community. These homes built under new codes will protect the occupants from fire hazards, all kinds of infestations, security while also providing daily comfort at a reasonable cost.

I know that all involved to date have concluded that this is no doubt the best use of this land as it really has no other use than to be occupied and provide a safe and quiet place to reside. I know this can be accomplished in a manner that does not disrupt the quiet enjoyment of the folks that live nearby. We all know that construction can be noisy; however, it has been my experience these many years that this can be mitigated by constant communication with the homes nearby. When you show people that you understand and you are keeping them in mind, especially at pivotal times such as evenings, weekends and holidays, we can add this project to the community with mutual understanding from all concerned.

This type of development in this particular spot help fills a void which now exists between higher density buildings and higher end homes giving others a chance to enjoy View Royal. We have also given the opportunity for nine more families to utilize the Galloping Goose Trail. Direct and easy access to this great through fare allows a world of opportunities to these families whether they use it for recreation or for travel to and from work. This type of access does not exist in many situations and we believe it will be a valuable resource here. Even the transition to Thetis Lake can now potentially be used by these families without the need of a vehicle transporting them to the facility.

We have also designed onsite control of storm water in terms of it being detained and allowed to filter out prior to leaving the property. If anything this will give greater control of this water shed especially in peak events. Presently, we are still looking at ways to use this detained water on site for common vegetation, especially from the pond created at the back of the site which would actually be retained water.

With only 15% coverage for buildings and 28% for hard surfaces the remaining 57% gives us lots of room to ensure we do not produce more water flow than what presently exists and in fact we will be able to even reduce and control more effectively than what we can do presently. Although the back portion of the property will not be fenced, allowing it to be more of a wildlife corridor the remainder of the property will have a cedar fence around the perimeter. Whether for looks or security the fence has been professionally designed and will certainly maintain the good look which presently exists in the area.

I guess the more direct benefit to the community would be the installation of a solar controlled pedestrian activated crossing light on Atkins Road. However, more importantly the amount of employment this endeavor provides is substantial. We have designers, engineers, surveyors, contractors, employees, lawyers, realtors and suppliers, all local folks stand to benefit from this project.

Although we are not doing this to provide employment, or enhance wildlife habitat or to create a wonderful new environment serving many different requirements; however in doing so we have done something we can be proud of. I am looking at this as a team effort, starting with me and the city and the people who do the work as something when completed we can look at and be proud we had a hand in its creation.

I know we have provided staff with many reports they require in order to ensure that what we intend doing here works on many levels. I have expressed this in the rational as we see it. The reports hold up the neutral impact we would have on local traffic. We are working with an arborist to ensure any trees we can save are identified and so protected. This is not an effort to remove all vegetation simply to install as many homes as we can, which we have plenty local examples of. We have a comprehensive plan which details that we can provide services to all the homes and can do so with little impact to the existing local residents. The landscape design clearly shows the site will actually have more plants than what presently exists and they will be new vibrant plants with many years of life, replacing some existing which are at the end of their cycle.

Let us allow View Royal to continue its growth so that others can enjoy many of its benefits and do it in a responsible manner as I am trying to display for this project.
