RECOMMENDATION
THAT Council approve Temporary Sign Permit 2015/15 to permit a temporary fascia sign at 1652 Island Highway as per the report from the Planner dated February 9, 2016.
AND THAT Temporary Sign Permit 2015/15 expire six months after approval, or until a permanent fascia sign is approved and installed to replace it (whichever is first);
AND THAT all other Westshore Springs signs on and off the property (except the free-standing sign adjacent to Island Highway) be removed as a condition of Temporary Sign Permit 2015/15.

PURPOSE OF REPORT
To present Council with a Temporary Sign Permit to permit a temporary sign for Westshore Springs on the building at 1652 Island Highway.
BACKGROUND
Westshore Springs has a number of signs on the property and on the neighbouring property at 1636 Island Highway (illustrated in attachment). Only one of the signs, the free-standing sign, is currently permitted.
The property is under construction, and access has been limited on the site itself. The vehicular access to the site has been over 1636 Island Highway, the adjoining property to the northeast.
Westshore Springs has erected a number of signs on and off-site that are not permitted either due to off-site location, minimum aesthetic and weatherproof standard, sign type or a combination of the above.
ISSUES AND ANALYSIS
The applicant wishes to affix a temporary 4ft x 10ft (3.7m²) coroplast fascia sign on the building until the building is completed and the applicant can install a permanent sign to a size and standard acceptable to View Royal. The maximum permitted sign size for a fascia sign is 11m². Given the viewing distance at that location (about 90m) the sign size is, in staff's opinion, entirely reasonable and would meet our bylaw for size as a permanent sign.
The applicant is willing to remove all signs not currently permitted and leave only this temporary sign and the free-standing sign adjacent to Island Highway.
This proposal would clean up the site visually, while providing the applicant with higher-quality temporary exposure. Staff suggests that a 6 month temporary permit would be sufficient for the applicant’s needs and that the temporary sign have a condition of removal either after 6 months or when a permanent sign is approved and installed (whichever comes first).
