6. BUSINESS ARISING FROM PREVIOUS MINUTES

a) Eagle Creek Update

The Deputy Director of Engineering reviewed the updated design plans for the Eagle Creek Development with the Committee, including the following:

• lane changes and traffic circle;
• traffic signal at Helmcken Road and Watkiss Way;
• access to the Galloping Goose Regional Trail;
• trail plan for Phase II;
• sidewalk extension on hospital access; and
• signage.

The Committee identified a visibility issue where the shoulder meets the sidewalk on Watkiss Way on the west side before the traffic circle; where vehicles drive towards the sidewalk as they believe the shoulder is a continuation of the road. The Deputy Director of Engineering indicated line painting will be happening in this area.

b) Watkiss Way Safety Improvements

i) Completed to date

The Committee discussed the success of site visit in 2015, resulting in various improvements.

The Deputy Director of Engineering advised that five new streetlights have now been installed at 2311 Watkiss Way, and will be activated shortly. A new bus shelter has also recently been installed east of Talcott Road.

ii) Future improvements

The Deputy Director of Engineering advised that a design is in place for traffic signal installation at the intersection of Burnside Road and Watkiss Way, however it will not be installed until the portion of property east of the park on Watkiss Way, referred to as Lot C, is developed. A sidewalk and bike lane has now been installed from Burnside to Talcott Roads through the 1900 Watkiss development.

Councillor Mattson advised that Council will be looking to the Committee for recommendations during the budget process, and suggested the Committee consider a 2016 site visit to identify areas for improvement, such as lighting on the Galloping Goose Regional Trail. The Deputy Director of Engineering noted that the CRD does not want lighting over their trail as none of the trail is lit.

iii) Site visit

The Chair polled the Committee for interest in a Watkiss Way site visit. It was agreed that available members would meet at 7:00 p.m., Tuesday, February 2, 2016, at "The Nest" coffee shop located at the intersection of Burnside Road and Watkiss Way.

c) Island Corridor Foundation Update

Councillor Mattson provided an update as follows:

• agreement will not be in place any time soon;
• there are no long term plans in place;
• funding approval is sitting with the Provincial Minister; and
• 1/3 of the ties are rotten and require replacement.

7. REPORTS

7.1 STAFF REPORTS

a) McKenzie Interchange Project

The Committee noted that there has been no decision on the interchange design options presented to the public ; and the website is still open for comments.

b) Truck Traffic Resulting from DND Wharf Redevelopment

Councillor Mattson advised that millions of dollars will be spent redesigning the wharf at CFB Esquimalt that will result in increased truck traffic.

This discussion was tabled; to be brought back for an update by the Director of Engineering.

c) E&N Rail Trail at Thetis Cove

Councillor Mattson provided the following update:

• the Town has met with the CRD, First Nations and Thetis Cove developers to work towards an agreement with regard to the location of trail;
• the current proposal is for the trail to continue from south of the E&N Rail Trail at Thetis Cove, along the south side of Hallowell Road (first nation land) to Admirals Road, then reconnect to the rail line near Thomas Road; and
• parking on the south side of Hallowell Road will be removed as part of this plan.

The Deputy Director of Engineering advised that the Ministry of Transportation is responsible for Admirals Road and that they have a plan for improvements.

d) Federal Government Infrastructure Grants

The Deputy Director of Engineering advised that funds have been requested in the budget to prepare the design for completion of two remaining portions of Island Highway east of Helmcken Road so that when Federal Grants become available the Town will be prepared.

8. CORRESPONDENCE

a) Letter dated November 26, 2015 from L. Hutcheson, General Manager, Parks & Environmental Services, CRD re: CRD Regional Parks – Draft Regional Trails Management Plan (referred from Committee of the Whole)

Councillor Mattson explained that Council referred this correspondence and the Draft Regional Trail Management Plan to the Committees for their feedback.

The Committee requested extra time to read the plan and bring comments forward to next meeting. Councillor Mattson noted that comments were due at the CRD by January 30, 2016, and requested that staff contact the CRD for an extension. The Deputy Director of Engineering advised she would approach her contact at the CRD and notify the Committee if immediate comments were required by email, or if an extension to March 22, 2016 could be granted.

10. NEW BUSINESS

a) Trail Development Discussion

The Committee discussed whether there was interest in discussion around trail development; it was agreed that this falls under the Parks, Recreation and Environment Advisory Committee.

It was also noted that the View Royal Planning Department would be hosting a Parks Master Plan Open House on February 3, 2016 and this would be a good opportunity to provide feedback on trail development.

b) Effectiveness of Speed Humps vs Speed Bumps

The Deputy Director of Engineering advised the Committee that speed bumps are not intended for public roadways. There are alternative preferred options for roads including speed humps which are wider than bumps, speed tables, or speed cushions which are more acceptable for emergency vehicles.

c) Beaumont Avenue at View Royal Avenue Intersection

The Deputy Director of Engineering advised that a few of the neighbours in this area have brought forward concerns about pedestrian safety. The issues include:

• narrow road and no sidewalk;
• curve in the road on Beaumont Avenue; and
• overgrown vegetation.

The Deputy Director of Engineering requested that CBC conduct a safety audit of this area and is waiting for the results before proceeding with improvements at the curve. A budget has been requested to install a raised curb and to cut back the vegetation. There are future plans to upgrade the drainage in this area which will include paving.
