Regional Trails Management Plan Comment Form

The Galloping Goose, the Lochside, and the E&N Rail Trail - Humpback Connector Regional Trails are important recreation and active transportation corridors in the Capital Regional District (CRD).

The purpose of this comment form is to seek your advice on the draft Regional Trails Management Plan (LINK).

Your responses will remain anonymous and will only be used by CRD Regional Parks for planning purposes during the preparation of the Regional Trails Management Plans.

The comment form should take about 15 – 20 minutes to complete.

Comment forms will be received until midnight January 31, 2016.

STRATEGIC DIRECTION FOR REGIONAL TRAILS

> As the regional trail systems grows and matures, a network of interconnected trails emerges. The trails connect the Capital region’s communities, key destinations and the regions beyond. Liaison with local and provincial authorities is critical in order to create an integrated system. E. Developing relationships with First Nations close to the trails is important and partnership opportunities should be promoted, in areas of mutual interest. F. Adjacent land use and development should enhance the trail system and not negatively impact the specific trail corridor. H. Respect for nature and maintaining greenways along trails are important. I. Work with municipalities and electoral areas on improving road/trail safety, allowing cycling across trail-related crosswalks, linking key regional destinations/active transportation routes, and outreach. Map visitor facility locations along the trails and incorporate the data into the CRD Geographic Information System (GIS) and Asset Management program. E. Continue regional trail planning for the Southern Gulf Islands and Salt Spring Island. F. Undertake a trail lighting study. G. Establish a cooperative enforcement patrol program and protocols with area police and bylaw enforcement services. H. Improve web-based mapping and develop mobile applications. I. GALLOPING GOOSE REGIONAL TRAIL MANAGEMENT PLAN

Management goals for the Galloping Goose Regional Trail have been set as follows:

Bike and Pedestrian Trail between Victoria - Luxton (in Langford):

A. Provide a safe and enjoyable trail for pedestrians, cyclists, rollerbladers and skateboarders. B. Promote safe and respectful use practices on the trail to help ensure positive experiences for all. C. Provide an arterial route within a larger active transportation and recreation network.

Multi-use Trail between Luxton - Kapoor Regional Park (in Juan de Fuca Electoral Area):

A. Provide a safe and enjoyable trail for pedestrians, cyclists and equestrians. B. Provide an off-street route to access several regional parks. C. Promote safe and respectful use practices on the trail to help ensure positive experiences for all users.

A. Work with municipalities and the Ministry of Transportation and Infrastructure to ensure safe road-trail crossings along the trail. B. Develop and implement an updated sign plan. C. Assess feasibility of widening the trail versus separating the different uses between the Selkirk Trestle and the Switch Bridge, and between the Switch Bridge and McKenzie Avenue/Highway 1. D. Undertake major infrastructure upgrading (e.g. trestles). E. Formalize agreements for any sections of the route that are outside of the Ministry of Transportation and Infrastructure lease area. F. Work with BC Transit regarding the implications of transit development on the trail route. G. Expand the Atkins Avenue parking lot or create additional park and ride opportunities between Atkins Road (View Royal) and Tillicum Road (Saanich). H. Work with the City of Victoria to formalize the rest stop at Cecilia Ravine and add an information kiosk. I. Work with Colwood and Metchosin to create a pedestrian and cycling link from the Galloping Goose to Witty’s Lagoon Regional Park.

Development concept for Lochside Regional Trail

> The focus during the timeline of this management plan will be on updating and improving the regional trail infrastructure, as needed, to facilitate safe cycling and pedestrian use. Horseback riding will continue to be permitted along a small section of the trail between Island View Road (Central Saanich) and Lochside Park (Saanich) until the trail is paved. Separate surfacing will not be provided for horses alongside the trail.

Acquiring both internal and external funding is critical to achieving this goal.
