8.1 STAFF REPORTS
a) Development Permit Application No. 2016/11 – 199 Island Highway (Four Mile Brewpub Storage Addition)

Staff Recommendation: THAT Development Permit No. 2016/11 be approved; AND THAT Development Permit No. 2016/11 include the following variance:
- Variance to the maximum permitted amount of impervious surface from 80% to 88%.
b) Temporary Sign Permit 2016/36 – Thetis Glen
- Report dated October 26, 2016 from the Senior Planner
Staff Recommendation: THAT Sign Permit 2016/36 be approved; AND THAT Sign Permit 2016/36 include the following conditions:
- The three temporary signs are permitted for a two year period
- The following is required prior to construction of the two temporary signs on Town land: a. Approval of sign sitting by the Director of Engineering. b. Approval by the Director of Engineering for insurance naming the Town as additional insured for potential liabilities relating to the signs. c. Issuance of a license of occupation including monthly fees for occupying Town land. d. Security deposit for sign removal and site restoration.
c) Development Variance Permit – Public Safety Building Sign – 333 Island Highway
- Report dated October 27, 2016 from the Planner
Staff Recommendation: THAT Council approve Development Variance Permit as per the report from the Planner dated October 27, 2016; AND THAT Development Variance Permit 2016/13 include the following variances to Land Use Bylaw 1990 No. 35:
- Section 48(6)(h) – Variance to permit a sign within or over public property
- Section 49(2)(a) – Variance to permit a back-lit sign
- Section 50(1) – Variance to the size of a Public Building Sign from 1m² to 3.5m²
- Section 50(1) – Variance to the height of a Public Building Sign from 2.4m to 2.9m
d) Burnside Watkiss Park – Invasive Removal Program Temporary Sign
- Report dated October 26, 2016 from the Engineering Clerk
Staff Recommendation: THAT Council permit the placement of one temporary sign at Burnside Watkiss Park during the one week prior to each invasive removal event for the remainder of 2016.
