RECOMMENDATION:

THAT Sign Permit 2016/36 be approved;

AND THAT Sign Permit 2016/36 include the following conditions:

  1. The three temporary signs are permitted for a two year period
  2. The following is required prior to construction of the two temporary signs on Town land: a. Approval of sign siting by the Director of Engineering. b. Approval by the Director of Engineering for insurance naming the Town as additional insured for potential liabilities relating to the signs. c. Issuance of a license of occupation including monthly fees for occupying Town land. d. Security deposit for sign removal and site restoration.

PURPOSE OF REPORT

To consider a Sign Permit application for three temporary signs to market the Thetis Glen (Thetis Vale Phase 6) subdivision, with two of the signs on Town land.

PROPOSAL

Construction is now underway at the Thetis Glen (Thetis Vale Phase 6) development site, which is comprised of 19 single family residential lots and 22 townhomes on two multi-family lots. The proposal is for three temporary signs to promote the development and to provide way finding. The signs would be plywood in wood frames and would be unlit. A map of proposed sign locations is shown in Attachment 1 and additional details are as follows:

The proposal was introduced at the October 11, 2016 Committee of the Whole meeting, where the Committee recommended a two year period for the signs and requested additional information on sign height and location that has been provided.

DISCUSSION

Land Use Bylaw 1990, No. 35 allows a real estate sign to be up to 1m² in area and 1.5 m in height on a property. Council has approved larger temporary signs for development sites; however it is uncommon for such signs to be located on Town land at a distance from a development site where neighbourhood residents may not welcome a marketing sign.

In this case, the signs would lead site traffic on the most direct route to Thetis Glen. There is only one general route to the site because the Chilco Road/Lund Road loop is incomplete, so the signs would minimize traffic impacts on other neighbourhood streets.

The following are recommended as conditions of the permit for the two temporary signs on Town land:

a. Approval of sign location by the Director of Engineering Considerations would include avoiding tree roots and irrigation systems, minimizing impacts for site maintenance, and not blocking automobile sight lines at intersections.

b. Approval by the Director of Engineering for insurance naming the Town as additional insured for potential liabilities relating to the signs Insurance is a standard requirement for work by others on Town land. For signs, additional include falling, blowing away and tripping hazards.

c. Issuance of a license of occupation including monthly fees for occupying Town land A fee for private use of public land is recommended to ensure compliance with the general prohibition against assistance to business in Section 25 of the Community Charter.

d. Security deposit for sign removal This refundable deposit would ensure that the sign is removed and that the ground will be restored.
