Re: Creation of Local Improvement Area for Sewer and Expenditure of Funds from Development Cost Charges
Greetings,
We, the undersigned residents wanted to contact our Mayor and Council to initiate a discussion to create a local service area to extend sewer services within the area from Myra Place on Atkins Road to 225 Atkins. The lots are presently serviced with on-site septic systems and the owners would like to initiate the process of sewer servicing with the town. In addition to the undersigned a number of properties on Myra Place and Atkins Road may also be interested as they are presently serviced by septic systems and could be contacted by the Town as they would also benefit from participation.
The proposed servicing would be beneficial as:
- All properties are located within the urban containment boundary and sewer servicing is supported by the Official Community Plan
- A number of the unserviced properties are located along Millstream Creek and Kelvin Grove Park so connecting to municipal sewer would remove any potential impacts to these natural areas
- The municipality has been collecting a higher sewer fee in its Development Cost Charges Bylaw for this area ($2090.62 versus $599.74) which demonstrates the municipalities interest in seeing this area serviced.
The residents understand that the establishment of a local service area would enable payback of the cost of construction over a period of approximately 15 years and that expenses could be apportioned based on the costs associated with servicing each individual property independently. Additionally, the development cost charges previously collected for this area, which can only be used for sewage works in this area by law, could be used to offset the costs of construction.
We request that Council consider the following motion:
Staff be directed to liaise with the residents requesting a local service area for sewer services between Myra Place and 225 Atkins and report back to Council with options regarding: 1) Preferred option for sewer servicing 2) Timeframe for construction 3) Funds available from Development Cost Charges to offset costs of construction and resident's contribution
