   Staff Recommendation: THAT Development Permit No. 2015/15 be approved; AND THAT Development Permit No. 2015/15 include the following variances: a. Variance to the maximum height of retaining walls from 1.2m to 5.0m. b. Variance to the height to horizontal separation ratio for reinforced retaining walls from 1:1 to 3:1. AND FURTHER THAT Development Permit No. 2015/15 include the following conditions: a. Invasive plant species including roots within construction areas are to be removed and disposed of as per Capital Regional District regulations prior to start of construction. b. A landscape security deposit of $156,300.00 be submitted prior to building permit issuance for the provision and installation of on-site landscaping.

   c) Capital Projects Alternative Funding Request

   Staff Recommendation: THAT Council authorize staff to proceed with the Island Highway design from Stewart Avenue to Beaumont Avenue; AND THAT the extra funding required be drawn from the Gas Tax Fund.

   8.2 COMMITTEE OF THE WHOLE RESOLUTIONS

   From the October 11, 2016 Committee of the Whole meeting:

   • Green Building Incentive Program – Councillor Rast THAT the Committee recommend to Council that staff prepare a report regarding the potential for a Green Building Incentive Program funded through carbon offsets required to be purchased by the Town of View Royal. (COW-23-16)

   • Federation of Canadian Municipalities (FCM) Resolution on Auxiliary Constable Program THAT the Committee recommend to Council that staff seek input from the Federation of Canadian Municipalities (FCM) regarding how to advance concerns at the national level regarding proposed amendments to the RCMP Auxiliary Constable Program; AND FURTHER THAT, based on the input received, a joint resolution from the Town of View Royal, the City of Colwood and the City of Langford regarding proposed amendments to the RCMP Auxiliary Constable Program be submitted to the FCM for consideration at its 2017 annual conference.    • View Royal Youth Council THAT the Committee recommend to Council that Council support the creation of a View Royal Youth Council as a pilot project from September 2017 to June 2018; AND THAT $500 for the View Royal Youth Council be considered in the 2017 budget deliberations; AND THAT administrative support for the View Royal Youth Council in the form of printing documents and social media/website promotion be approved; AND FURTHER THAT the View Royal Youth Council fundraise externally for specific projects if needed.    • Temporary Signs Permit No. 2016/36 – Thetis Glen THAT the Committee recommend to Council that Council approve the application for three temporary signs as submitted for a time period of up to two years, along with a temporary license of occupation for the two locations on municipal land; AND THAT additional information be provided for Council’s consideration including:

   • precise location of the three proposed signs; and
   • diagram of the proposed signs including support structures and overall dimensions. (COW-26-16)

   • Global Warming THAT the Committee recommend to Council that the Town policy for greenhouse gas emissions be the highest priority when purchasing or leasing Town vehicles. (PREAC-07-16) THAT the Committee recommend to Council that the Town promote BC Hydro’s Home Energy Rebate offers at the Town Hall and in the Town’s newsletters and website; AND THAT should an oil furnace be registered on a property that the homeowner(s) be notified.
