Mayor Screech called the meeting to order at 7:00 p.m.

6. PUBLIC PARTICIPATION PERIOD

a) R. Plesnik, 221 Stormont Road, noted the cars parking along both sides of Rudyard Road create a hazard during pick-up and drop-off times at View Royal Elementary School. He noted this area requires enforcement and requested that Council work with School District No. 61 to come to a resolution.

b) L. Pakos, 336 Glenairlie Drive, expressed concern with cars parking along both sides of Rudyard Road creating a hazard during pick-up and drop-off times at View Royal Elementary School. Ms. Pakos proposed a signage plan to address the issue.

c) B. Skrlac, 501-288 Eltham Road, View Royal Park Community Garden Society, described the progress made to date at the community gardens with labour and product being donated by the Society for additional garden plots. He requested that a recommendation be made for the ongoing administration of the community gardens.

d) C. McGrath, 279 Rudyard Road, noted the cars parking along both sides of Rudyard Road create a hazard during pick-up and drop-off times at View Royal Elementary School.

e) F. Skinner, Erskine Lane, stated that she supports the View Royal Park Community Garden Society and noted the good work that they provide to the community.

a) View Royal Park Community Garden Policy Amendments

1. Report dated September 27, 2016 from the Engineering Clerk The Director of Engineering summarized the report for Council.

Council and staff discussed costs and the subsidy provided for the community garden; annual plot fees; administration options for the program; and funding for View Royal Park Community Garden Society being available through the grant-in-aid process.

C-86-16 THAT the Community Gardens Policy No. 5200-015 be amended to allow plot holders the first right to use the same plot in the succeeding term;

AND THAT any existing plot holder who wishes to exchange a plot for another plot comes before the waitlist and their former plot then be available before the first person on the waitlist;

AND FURTHER THAT the annual fee for small plots be set to $20, medium plots $25 and large plots $30. CARRIED

b) Award of Tender for the 2016 Price Bay Lift Station Upgrade Contract

1. Report dated September 21, 2016 from the Engineering Technologist Council and staff discussed standards for lift stations; project related fees; and aesthetics upon project completion.

C-87-16 THAT the Town's 2016 Price Bay Sanitary Lift Station Upgrade Contract to be awarded to BC Integrated Solutions Inc. at a price of $321,307.70 plus GST and PST where applicable. CARRIED

a) Email dated September 22, 2016 from R. Plesnik, 221 Stormont Road, Re: View Royal Elementary School Parking on Rudyard Road

The Director of Engineering noted the situation of pick-up and drop-off at View Royal Elementary School is not a parking issue but is a stopping issue and that, accordingly, "no parking" signs will not solve the problem. He stated that enforcement of signage would be somewhat difficult and that the other engineering alternatives are all quite costly. He noted that the solution should involve School District No. 61 as they need to provide proper pick-up and drop-off areas for students.

Council and staff discussed signage and bylaw enforcement along Rudyard Road as well as other options including the installation of curbs to restrict parking.

C-88-16 THAT the Mayor and staff meet with School District No. 61 to discuss parking solutions along Rudyard Road;

AND THAT the Directors of Engineering and Protective Services provide a staff report with options in regard to parking on Rudyard Road and include input from residents of the Rudyard Road neighbourhood. CARRIED

a) Grant-in-Aid Application – Esquimalt Anglers’ Association The Mayor noted that the Esquimalt Anglers' Association equipment had been vandalized at Craigflower Creek and funds would allow them to get their equipment back up and running.

C-90-16 THAT a $1,000 grant-in-aid be provided to the Esquimalt Anglers' Association for restoring monitoring equipment and solar panels on Craigflower Creek. CARRIED

a) C. Power, Executive Director, Extreme Outreach Society, extended an invitation to Council to volunteer at the Extreme Outreach Society's annual Christmas dinner.
