Pakos, 336 Glenairlie Drive, noted her concern in regard to morning traffic on Rudyard Road and Stormont Road. S. Bullen, 220 Stormont Road, described the high volume of traffic turning left onto Rudyard Road from Helmcken Road between the hours of 6:50 am and 7:30 am. S/Sgt. Chomyn stated that he will have staff undertake enforcement at this location.

1. Report dated January 8, 2014 from the Director of Engineering The Director of Engineering discussed concerns with vehicle stacking; speeding; and the need for a traffic study to address the situation. He noted that is ephemeral issue is exacerbated due to the Craigflower Bridge closure.

a) Rudyard Road – Update on Enforcement of Left Turn Councillor Rast stated she had spoken with the RCMP Inspector who indicated that enforcement has begun and that the RCMP will continue to periodically monitor and enforce the no left turn from Helmcken Road onto Rudyard Road. It was noted that the short-cutting may be tied to the Craigflower Bridge Replacement Project and that a longer-term solution should be explored only once that Project is completed to determine if the matter remains outstanding.

b) Rudyard Road – Stormont Road Traffic Issues In spite of the no left turn sign cars continue to turn left from Helmcken Road onto Rudyard Road to bypass the traffic signal at Island Highway, which causes traffic volume issues on Rudyard Road and Stormont Road. It is also an issue for residents on Glenairlie Drive who feel the no left turn sign should not be applicable to local traffic. The Deputy Director of Engineering advised that the Town will be hosting an Open House on March 26, 2015 for residents to provide their feedback on various remedy options which are to be provided by a Traffic Engineering Consultant.

Preston, 285 Rudyard Road, Re: Left Turns onto Rudyard Road Staff noted they will inform Mr. Preston of the open house taking place on March 26, 2015, as well, Mr. Preston’s correspondence will come forward to Council once the recommendations from the Open House are considered.

BUSINESS ARISING FROM PREVIOUS MINUTES

a) Rudyard Road Open House Update The Deputy Director of Engineering advised the Committee that in 2005 a report was submitted to Council regarding traffic issues in the Rudyard Road and Stormont Road area, resulting in the installation of speed humps; change of the pedestrian signal to a full signal; and the installation of a “No Left Turn” sign at Helmcken Road and Rudyard Road. This area is still used as a short-cut route for commuters, and while the RCMP do enforce in this area when they have the resources, Rudyard Road and a few Stormont Road residents continue to find this an issue. At Council’s direction, an Open House will be held on March 26th from 4-6pm at Town Hall, and a questionnaire has been delivered to the residents of this area with six proposed options prepared by Boulevard Transportation Group. The results will be compiled and a report submitted to Council for the April 7, 2015 Council Meeting.

5. PETITIONS & DELEGATIONS

a) S. Bullen, 220 Stormont Road, spoke to Council in regard to traffic concerns at Rudyard and Stormont Roads and noted that she would like to see increased enforcement in this area as it has been effective in the past. b) P. Preston, 285 Rudyard Road, spoke to Council in regard to traffic concerns at Rudyard and Stormont Roads. c) Resident, 317 Glenairlie Drive, spoke to Council in regard to traffic concerns at Rudyard and Stormont Roads. He noted that he is in favour of leaving the area as it is. d) L. Pakos, 336 Glenairlie Drive, spoke to Council in regard to traffic concerns at Rudyard and Stormont Roads. She stated that enforcement should be on a more regular basis to be effective. She also noted that parents dropping off children at View Royal Elementary School and parking on Rudyard Road is also a problem and suggested that there be residential parking signs on one side of Rudyard Road.

Island Highway at Stormont Road During the AM peak period, traffic volumes at this intersection will exceed capacity in the eastbound direction which will operate at a LOS F for this movement. During the PM peak period, traffic volumes at this intersection will reach or exceed capacity in the westbound direction and lengthy queues will be present for this movement.
