REGARDING Traffic issues on Rudyard Road and Stormont Road due to Helmcken Road commuter traffic short-cutting

The Town has received numerous concerns from residents on Rudyard Road and Stormont Road regarding the amount of vehicles turning left from Helmcken Road southbound onto Rudyard Road eastbound and then Stormont Road southbound in an effort to reduce commuting time in the weekday morning rush hours. In 2005-2006, speed humps on Rudyard Road and Stormont Road were installed, the pedestrian crosswalk on Island Highway at Stormont Road was converted to a fully signalized intersection, and regulatory "No Left Turn from 6:30AM to 8:15AM Monday-Friday" signs were installed on Helmcken Road at Rudyard Road – all in an attempt to deter the short-cutting. However, commuters continue to make the left turn regardless of these installations. As resources permit, the RCMP carries out periodic enforcement of left turn infractions.
Residents on Rudyard Road and Stormont Road recently brought their concerns regarding the continuing short-cutting to Council. As a result, Council requested staff to come up with possible options to remedy this issue and to hold a public Open House to go over the options with the neighbourhood. The date for the Open House is now set for Thursday, March 26, 2015, at the Town Hall.
Staff retained a consultant to collect traffic data and compile a report with options. The options listed below will be presented at the Open House, along with the pros and cons outlined for each.
If you cannot attend the Open House but have concerns with any of these options, we encourage you to write your comments directly on this sheet and either drop it off at the Town Hall, or email your comments to engineering@viewroyal.ca. Please submit all comments to the Town by Friday, March 27th, 2015.
Staff will review all comments following the Open House and will submit a report to Mayor and Council at the April 7th, 2015 Council meeting. This report will summarize the results of the Open House, and give staff's recommendation on the solution. Cost implications will also be included in the report in order to have the work included in the 2015 budget. This Council meeting is an open meeting to the public, starting at 7:00PM, should you wish to attend. As well, agendas, including staff reports, are posted on the Town's website on the Friday prior to the Committee of the Whole meeting. Staff will also deliver an update to the neighbourhood with the outcome of the Council meeting.

OPTIONS:
Make Rudyard Road a one-way road This option would utilize signage to convert Rudyard Road into a one-way road westbound (i.e., towards Helmcken Road). The road width would be narrowed just east of Helmcken Road to reinforce the one-way restriction. COMMENTS: ______________________________________________________________________
Full closure of Rudyard Road at Stormont Road This option would physically close Rudyard Road at Stormont Road. All traffic for View Royal Elementary School and the residences on Rudyard Road would only be able to utilize Rudyard Road, and all traffic for Glenairlie Drive, Suzanne Place, Ardenlea Place, Brian Place and Abinger Place would only be able to utilize Stormont Road. Partial diverter (barrier) on Rudyard Road at Stormont Road This option would place a physical barrier to partially close Rudyard Road at Stormont Road. The partial barrier would close the eastbound exit from Rudyard Road onto Stormont Road, but would still permit left and right turning movements onto Rudyard Road from Stormont Road and the Glenairlie neighbourhood. Partial diverter (barrier) on Rudyard Road at Helmcken Road This option would place a physical barrier on Rudyard Road to restrict left and right turn access to Rudyard Road from Helmcken Road, but allow westbound traffic to exit from Rudyard Road onto Helmcken Road. Signal timing changes at the Island Highway and Stormont Road intersection This option would adjust the signal timing at the Island Highway and Stormont Road intersection to further increase the waiting time for the green signal for vehicles on Stormont Road to make a left turn onto Island Highway. Leave No Left Turn signs up as currently and make no other changes. This option would leave the signs up as they currently are and the RCMP would continue periodic enforcement. COMMENTS: ______________________________________________________________________
