Neighbour and friend:

On any given day an average of 850+ vehicles use Rudyard Rd. and Stormont St. and on weekends the average speed is 70 % over the posted limit. (TVR’s recent data) We estimate that over 80% of this traffic is commuters avoiding the Helmcken/Highway intersection. Beyond the obvious safety issue, these strangers to our community make it difficult for us to gain access to the main roads ourselves. This problem will be greatly amplified with the McKenzie Interchange project. (Fall 2016 – Late 2018) A group of concerned citizens are lobbying the Town Of View Royal to address this issue.

We are proposing an increased measure of enforcement to the current restricted access to the West end of Rudyard Rd. between the hours of 6:15 to 8:15 AM weekdays. The current use of signage & honour system is not effective and the RCMP have waned in its ability to respond to the illegal turning onto this road. This results on average 102 vehicles illegally entering Rudyard Road from Helmcken between these hours on a daily basis. The neighbourhood would be unrestricted in travelling east and exiting the West end of Rudyard Rd. during these times.

Signing this petition is implying support of this request that will be presented to TVR Council for action. Thank you.

The suggested enforcement measure

The suggested enforcement measure is to have two half-length barrier arms installed on either side of Rudyard Road where it meets Helmcken Road. The actual placement is dependent on the access to the power and other traffic regulations to allow safe ability to turn around without interfering with Helmcken Road traffic. Possibilities are 6-8 ft. from corner or just past the first or second driveway on Rudyard.

The half-length arms allows them to function independently allowing west bound traffic to exit Rudyard during the restricted times and continue to restrict cars from entering. Approaching vehicles travelling west will trigger a sensor that will raise the arm. Safety features could include sensors so as not to come down too soon. Reflective strips or lighting for increased visibility during darker periods of the year. Emergency overrides for first responders.

The only change to the current restricted turning time is it will include right as well as the left hand turns from Helmcken Road during the designated time. However access into our neighbourhood is still available via Stormont.
