Capital Projects Alternative Funding Request
RECOMMENDATION:
THAT Council authorize staff to proceed with the Island Highway design from Stewart Avenue to Beaumont Avenue;
AND THAT the extra funding required be drawn from the Gas Tax Fund.
CHIEF ADMINISTRATIVE OFFICER'S COMMENTS:
I concur with the recommendation.
BACKGROUND:
As part of the 2016 five year financial plan it was determined that the design of two sections of Island Highway should be prioritized to allow for grant funding opportunities should they become available. The budgeted amount for each project was $35,000.
PROJECT INFORMATION:
The two areas to be designed were:
- Island Highway- Four Mile Trestle to Shoreline Drive
- Island Highway- Stewart Avenue to Beaumont Avenue
We have received a quote for both areas that has far exceeded staff's estimated budget. At this time, with the sale of 280 Island Highway appearing to be imminent, we are recommending the completion of the Stewart to Beaumont section only be completed this year.
The total quote (see attached) includes work performed on behalf of the developer ($13,000); if the sale were to go thru the cost would be the developer's responsibility. If, however, the sale was not completed the design costs would be the sole responsibility of the Town. Total cost of the frontage design is approximately $91,000.
It should be noted the decision was made to utilize the developer's engineer as it created synergies within the project design for transitioning into the future road works when grant funding is received, and ultimately would allow for the optimum amount of infrastructure to be retained.
BUDGET IMPLICATIONS:
The total budget for both projects was originally $70,000. Deleting the one project and combining the funding would require an additional $22,000. The extra funding could be drawn from the Gas Tax Fund.
ALTERNATE RECOMMENDATION:
That the Island Highway designs be delayed until the 2017 financial plan process.
