The Chair called the meeting to order at 7:02 p.m.

a) Minutes of the Parks, Recreation and Environment Advisory Committee meeting held May 24, 2016

THAT the minutes of the Parks, Recreation and Environment Advisory Committee meeting held May 24, 2016 be adopted.

6. BUSINESS ARISING FROM PREVIOUS MINUTES

a) Draft Parks Master Plan

The Director of Development Services gave a PowerPoint presentation to the Committee regarding the draft Parks Master Plan in particular:

terms of reference;
parks only, plan does not include trails;
overview of the plan;
purpose and scope; and
goals and strategies.

A special Parks, Recreation and Environment Advisory Committee workshop will be held on Thursday October 20, 2016 at 5:30 pm. Should Committee members not be able to attend written comments are to be provided to the Director of Development Services.

b) Global Warming – I. Brown

The Committee discussed electric vehicles and charging stations.

J. Jakobsen updated the Committee on the work that the West Shore Parks and Recreation Society has been doing to improve energy efficiencies by using heat recapture, refitting interior lighting to LED, and being committed to reducing impact on the environment and investing in their infrastructure.

The Committee also discussed Council motion C-55-16 from the June 21, 2016 Council meeting being:

THAT a letter be sent to Rich Coleman, Minister Responsible for Housing, requesting an amendment to the BC Building Code to require the rough-in installation of Level 2 electric vehicle infrastructure in new multi-family construction;

AND THAT, in the absence of legislative change, the Town explore incentives for the rough-in installation of Level 2 electric vehicle infrastructure in new multi-family construction such as reduction to parking requirements and increased density.

The Committee is awaiting staff comments and progress.

PREAC-07-16 THAT the Committee recommend to Council that the Town policy for greenhouse gas emissions be the highest priority when purchasing or leasing new Town vehicles.

PREAC-08-16 THAT the Committee recommend to Council that the Town promote BC Hydro’s Home Energy Rebate offers at Town Hall and in the Town’s newsletters and website;

AND FURTHER THAT should an oil furnace be registered on a property that the homeowner(s) be notified.

7. REPORTS

7.1 STAFF REPORTS

a) Parks Capital Projects Update

Eagle Creek Trail The Parks Supervisor noted that the Eagle Creek Trail is progressing.
Shoreline Drive Ramp Access The Parks Supervisor advised the Committee that the Department of Fisheries and Oceans has approved the application for the ramp on Shoreline Drive; and ground work for access commencing in October 2016.

The Parks Supervisor noted that a new memorial picnic table has been installed in Portage Park near the beach access; a new swing set has been installed at Newstead Park; and maintenance work is taking place on the new fitness equipment in View Royal Park.

b) Action List Update The Committee discussed items on the action list noting that BC Hydro has yet to respond to the Town’s June 23, 2016 letter regarding the installation of a Level 3 electric vehicle charging station at the Ministry’s Park and Ride in the Town of View Royal; and the memo regarding solar hot water ready regulations stating these systems are pre-plumbed in all new single family homes with suitable solar exposure built with vertical conduits from the primary water heater to the attic.
