PURPOSE OF REPORT:
To receive Council approval to award the Town’s 2016 Price Bay Sanitary Lift Station Upgrade Contract to the lowest bidder, BC Integrated Solutions Inc.
BACKGROUND:
View Royal currently has 17 sanitary lift stations. Of these, 11 currently have standby generators to maintain service during power outages. As part of an ongoing lift station upgrade and improvement program, View Royal will be adding standby generators along with station upgrades to the remaining stations.
For 2016, the Price Bay Sanitary Lift Station, located at the end of Price Road (see attachment 1 for location) was chosen to be upgraded. In the spring we reviewed the plans for the Price Bay Sanitary Lift Station upgrade and found that modifications were required. These modifications took several weeks which took us into the height of the construction period so we decided to hold off on the tender hoping to get more favorable bids with a later release. Thus, the tender for the Town’s 2016 Price Bay Sanitary Lift Station Contract was advertised on BC Bid and in the two newspapers, with the closing date for this tender being September 1st, 2016.
PROJECT INFORMATION:
The services to be carried out under this contract include the following:
Supply and install all works to upgrade the Price Bay Sanitary Lift Station:
- Replace all pumps and internal works in the lift station
- Install external valve chamber
- Install wash downs
- Replace the control kiosk
- Install standby generator
- Various site works
Staff issued 8 sets of bid packages to interested contractors. The bid results were as follows:
| Bidder | Amount |
|---|---|
| BCIS | $321,304.70 |
| G&E Contracting | $357,700.00 |
| Allterra | $496,695.00 |
| Houle Electrical | $616,300.00 |
Budgeted Amount: $425,000.00
Gary Carruthers, our consulting engineer, has reviewed previous projects completed by BCIS and is satisfied that these projects were completed in a professional and timely manner.
In conclusion, staff recommends that the proposed 2016 Price Bay Sanitary Lift Station Upgrade Contract be awarded to BC Integrated Solutions Inc. This will provide our residents with an upgraded sanitary lift station, with no impact to the proposed 2016 capital budget.
BUDGET IMPLICATIONS:
