Letter regarding connector path safety concerns
A letter from XW Sunrise Developments Ltd. discussing potential liability and safety risks associated with a proposed connector path.
Terry Kopeck D'Ambrosio Architecture + Urbanism 2960 Jutland Road Victoria BC V8T 5K2
Dear Terry
I am concerned that there are some potential safety concerns related to the installation of a connector path from the south side of the parking lot at Lakeside Village to the adjacent Garry Oak meadow and potential liability issues that could arise for XW Sunrise Developments. Will you please give some thought to how we might address the safety items I have listed below and discuss with the View Royal Planning department or explore if it might be wise to abandon all plans to install this path or if necessary, relocated it. We are happy to proceed with whatever alternative the Town requires.
Our key safety concerns are:
- Poor visibility: Drivers make a left hand turn just prior to the proposed path access point as they proceed to the upper level parking and to exit the lot. Drivers will be facing into direct sun which could affect their ability to see pedestrians in the roadway as they make this turn.
- Pedestrians in pathway of vehicles – The proposed path access is located in the middle of the roadway.
- Risk of tripping and falling: There are slope and elevation changes for pedestrians to navigate when stepping down from the parking lot on to the Garry Oak meadow path.
The public will still be able to easily and safely access the Garry Oak meadow from at least two other safe and convenient entry points located on Six Mile Road and Nursery Hill Drive. Please let us know if you have any comments or questions.
Kind regards,
Xu Wang XW Sunrise Developments Ltd.
