a) Global Warming – I. Brown

The Committee requested that staff send Committee members a copy of the Corporate Energy and Emissions Plan and the Community Energy and Emissions Plan.
b) Parks Master Plan Consultation Strategy - Committee of the Whole report dated November 5, 2015
The Director of Development Services noted that Council has approved the Parks Master Plan consultation strategy. The update work to the Parks Master Plan should be completed by late Spring/early Summer.
The students from Vancouver Island University are undertaking the update work and will be hosting an open house early in the new year.
c) Gorge / Harbour Inter-Municipal Marine Trail
Councillor Rogers and the Committee discussed the concept drawing for the Inter-Municipal Marine Trail which runs through five municipalities, specifically:
- launch sites and landings;
- recreational opportunities;
- need for a dock into the Gorge Waterway; and
- Shoreline Drive water access to finish the marine connection.

PREAC-10-15 THAT Council be advised the Parks, Recreation and Environment Advisory Committee supports the dock installation at the Shoreline Drive water access in regard to the Inter-Municipal Marine Trail. CARRIED
d) Parks Capital Projects Update (Mellor Park, View Royal Park)
The Parks Supervisor gave an update to the Committee on the progress of Mellor Park which included the successful clean-up of invasive species by volunteers and donation of funds for park amenities.
He noted that View Royal Park fitness equipment has been ordered and will be delivered middle of December 2015. The planting of significant trees has also commenced in the Park. The stairs at Chalmers Park have been rebuilt.

PREAC-11-15 THAT the Committee recommend that Council request the Capital Regional District to repair the stairs at the Craigflower Creek Trail at the end of Riverside Drive. CARRIED

e) Westshore Parks and Recreation Society Update

f) Agricultural Community Gardens
The Committee discussed food security in the region and stated that this should be considered as part of the Parks Master Plan. Councillor Rogers noted that there is an upcoming Capital Regional District Forum in December regarding strengthening the Capital Region's food system; progress being made; and new projects/policies that are underway.
