As you are aware we are in preparation for the construction of the View Royal Surgical Center at the Eagle Creek development in Building 7 (29 Helmcken). This facility requires us to make considerable structural and building changes to suit the unique needs of a modern surgical centre. This Center will occupy all the 5^th floor, a portion of the 4^th and involve much of the roof for specialised equipment.

As we are confined by structural load limits within the property and the high voltage power lines on the south and west side, we are limited to building access at the South East corner and request approval to access this point from the towns property for craning of materials.

Please find attached two maps showing our affected area and our plan to divert pedestrian and cyclist traffic at the times we are hoisting material.

The project construction is expected to start early July and run into late December of this year which will require extended hours for interior work. Exterior work will be within standard hours. Our intent is to minimize impact to the mall itself and more importantly the general public.

Smaller items will be brought up to the floors through the main elevator but larger items like steel stud, drywall, roofing material and large equipment will be hoisted off Helmcken road with a 70 ton crane, as we have done numerous times throughout construction. There will also be one or two isolated cases where lifting new air handling units onto the far corner of the roof may require a 270 ton crane. Throughout this process we would work with both Transport and Nav Canada and maintain a NOTAM (Notice to Airmen) for impedance to the flight paths. We would be far enough from the power lines with this plan so BC Hydro notification would not be required.

Our hoarding would consist of 6' high painted wood paneling. Color or Graphics to be determined with marketing and in consultation with Town of View Royal.

The sidewalks would stay open during the construction and only be closed when moving in materials or garbage bins, or when hoisting materials into the building. Adequate signage, flaggers and alternate routes would be provided as per the previously mentioned sketches. We have also attached a proposed Traffic Plan from Westcoast Traffic Control for your review which outlines how we plan to adhere to ToVR Traffic Bylaws through this process.

For the affected ToVR property local irrigation would be removed/capped, trees and plants would be removed and new ones replanted at the end of construction. Damaged curbs and sidewalks would be replaced as required. The small section of boulevard where crossed would be filled with gravel and topped with cold patch asphalt to keep the road clean until reinstatement at the end of construction. We would propose that a bond be put in place for reinstatement of this based on a cost estimate from the Landscape Architect, or an agreed upon amount with ToVR Engineering. Based on discussions with Engineering we would also expect a rental fee may be required for the small area of ToVR land we will be utilizing for garbage bin storage or temporary lay down within the hoarding.

During the structural steel upgrade phase of 6 to 8 weeks the crane use could be 2 to 3 times a week anywhere from 2 to 6 hours. After that phase the crane use will be reduced to a 1 or 2 times a week to once every couple weeks and diminish as the project progresses. Garbage disposal most likely will be a fixed garbage chute into a bin behind our hoarding and removed once or twice a week
