Traffic Management Plan: Eagle Creek Village

SCHEDULE:

This Traffic Management Plan is an extension of the CAT 5 prepared previously and all requirements as laid out in that plan are to be followed within this addition.

Hours of Work:

Helmcken Road:

• Southbound 9:00AM to 3:00PM Monday through Friday in single lane section
• Southbound 7:00AM to 7:00PM Monday through Friday in the 2-lane section, as long as one lane of southbound through traffic remains open at all times.
• Either Direction 9:00AM to Noon on Fridays prior to a long weekend, unless approved by the Towns Representative 5 business days in advance of the intended works.
• Either Direction 8:00AM to 6:00PM Saturdays

Traffic Patterns

Helmcken Rd

Traffic travelling westbound on Helmcken will be moved over to the Gore and traffic will continue to travel as one lane. Left Turn lane on to Chancellor Ave will still be able to turn left and traffic turning right on to Watkiss Way will not be disturbed. The entrance into Eagle Creek will not be affected.

Pedestrians / Cyclist

Sidewalks will be closed when crane is being used. Pedestrians will be rerouted thru the shopping complex with detour signs. The sidewalks will be closed from the entrance to Eagle Creek off of Helmcken and closed at cross walk by Helmcken and Watkiss. Cyclist can travel with traffic or follow detour thru shopping complex. Emergency Vehicles & BC Transit

Emergency vehicles shall be treated with utmost priority and flagged immediately through the construction zone, especially due to the proximity of VGH of Watkiss Way and Helmcken Road. The intersection of Helmcken Road and Watkiss Way is a heavy traffic area and crucial intersection for emergency vehicles. All traffic will be held and if need be construction will be stopped until emergency vehicles are safely thru the construction site. All services are brought through with the same urgency - (Emergency Vehicles include but are not limited to Ambulance, Stretcher services and Medi Vans.)

During any traffic disruptions, the contractor shall ensure that companies providing residential or commercial services, such as BC Transit, Hospital deliveries, garbage/recycling collection and mail delivery, are flagged through the construction zone as a priority and have access to private properties. The contractor shall make every effort to ensure that all private property accesses remain unimpeded.

Periodically the Traffic Control Management and/or Supervisor will approach BC Transit and Ambulance EMS drivers only when safe to do so, and ascertain that Traffic Management is accommodating their needs, and if they have any concerns.
