Rezoning and Official Community Plan Amendment 2023/01 - 339, 341 and 345 Island Highway

Council reviewed the staff report regarding the proposed high-density rental development (259 units) and expressed significant concern that the proposal's scale and minimal commercial space (1,575 sq ft) did not justify amending the OCP to 'Neighborhood Center' status.

"Council criticized the 'zero landlift' analysis provided by the developer's economist. Major concerns included the increased costs to the municipality (traffic light installation, policing due to high population density), the loss of 138 trees, and the lack of commercial amenities needed to function as a 'Neighborhood Center.' Several Councilors explicitly stated they could not support the project in its current form due to massing and insufficient community benefit."
