"The Director of Finance explained that using a CRD sub-regional service is the recommended financing structure to manage the $82.5M project cost (plus contingency), primarily because it avoids the risk of one municipality failing its individual electoral approval process and allows for equitable cost apportionment based on shifting assessment values over the debt term. Council debated whether to use the Town's Growing Community Fund cash now or save it for potential project cost overruns above the $103M maximum borrowing limit."
