POLICIES PROPOSED FOR REPEAL FROM POLICY MANUAL

1. Policy No. A – 100.35 Organizational Chart 2002

An organizational chart is not a policy. This policy is not required.

2. Policy No. A – 100.36 Organizational Chart

An organizational chart is not a policy. This policy is not required.

3. Policy No. C – 300.22 Appointment of Officers, Standing Committees, Commissions, Bankers, Solicitors, etc.

This policy was created in 1992 and is no longer needed due to the following reasons:

  • Officer positions are designated through Officers Bylaw No. 712, 2008 with specific individuals established into these officer positions by resolution at the time of hiring.
  • The appointment of Standing Committees is covered under section 141 of the Community Charter. The Procedure Bylaw No. 677, 2007 covers the appointment of Advisory Committees.
  • With respect to Boards and Commissions, the only group in existence at this time is the Board of Variance. Section 899 of the Local Government Act covers the appointment and term for the Board of Variance members.
  • The selection of a banker is to be through a competitive process and is not legislatively required to be appointed.
  • The Town uses a variety of law firms depending on the issue and appointment is not a legislative requirement.

This policy is not required.

4. Policy No. C – 300.29 Economic Development Confidentiality & Communication

Conflict of interest provisions for Council are covered under section 117 of the Community Charter and as well in Council's Procedure Bylaw No. 677. Under Oath of Office Bylaw No. 807, Council members swear or affirm an oath of office that addresses conflict of interest. This policy is not required.

5. Policy No. C – 300.30 Advertising Public Information Meetings

For significant projects, practice in recent years has been to develop an accompanying community engagement strategy. That strategy may include print as well as a variety of electronic promotion of project events. This policy is overly prescriptive with respect to tools and timelines and does not reflect today's technology and changing public expectations for community engagement. As well, the policy does not reflect the potential different approaches that should be employed, dependent on the nature of the project. This policy is not required.

6. Policy No. C – 300.33 Economic Development Standing Committee Terms of Reference

The Town no longer has an Economic Development Standing Committee. Should a similar body be formed in future, a new and updated terms of reference can be developed at that time. This policy is not required
