POLICIES PROPOSED FOR REPEAL FROM POLICY MANUAL

1. Policy No. 0100-031 Correspondence to Mayor & Council

   This policy was created January 23, 2007 and should have been deleted when superseded by either the comprehensive "Communications Strategy" approved by Council in June 2009 or the more specific "Communications to Council Policy #0100-036" adopted September 21, 2010.

2. Policy No. 0500-010 Staff Attendance at Council Meetings

   This policy was created January 8, 1991 and is not required. The Chief Administrative Officer and Corporate Officer automatically attend meetings as a function of their positions and responsibilities. As well, long-standing practice sees staff members responsible for reports either attend to present to Council and/or the Committee of the Whole meetings or occasionally present through their respective director.

3. Policy No. 0700-031 Employee Dinner Allowance

   This policy was created in January 1991 and has not been used for over a decade.

4. Policy No. 6400-033 Application Fees

   This policy was created in March 2002 to accompany a Land Use Bylaw No. 35, 1990 amendment that set out a fee schedule for applications. Applications fees are now contained within the Development Procedures Bylaw No. 730, 2009. Fees are monitored by staff regularly to ensure costs incurred by the Town are adequately addressed and that the rate structure is in keeping with those in the region.

5. Policy No. 6400-034 Foundation Permit

   This policy was created in March 2002 and is now superseded by Building Bylaw No. 786, 2010.

6. Policy No. 6400-035 Zoning & Rezoning Opting Out & Into Secondary Suites Provisions

   This policy was created in October 2006 and is no longer required for a variety of reasons. Firstly, both the new Official Community Plan Bylaw No. 811, 2011 and Zoning Bylaw No. 900, 2014 are supportive of a variety of housing types, including secondary suites. Secondly, this policy does not appear to have been necessary as it has never been utilized and was only approved in 2006 in response to concerns expressed from a few residents at the time the Town was undergoing the adoption of bylaws authorizing secondary suites. Staff note that if this tool was going to be used, it would have been used by this point in time – almost nine years after it was approved. Finally, the ability to opt in and out of secondary suites as a permitted use is still an available option to any property owner by the regular rezoning application process.
