Policy 5200-011 (Traffic) replaced by Bylaw No. 609, 2005Policy E-700.27 (Pay Scale) is outdated as wages are no longer set by policy

POLICIES PROPOSED FOR REPEAL FROM POLICY MANUAL

  1. Policy No. 5200-011 Regulation of Flow of Traffic This policy was created in March 2002. It references a bylaw that was replaced ten years ago with the Streets and Traffic Regulation Bylaw No. 609, 2005. This replacement Bylaw has the tools in it to regulate the flow of traffic. Accordingly, this policy is not necessary, is outdated and can be deleted.

  2. Policy No. 6400-010 Rezoning Finalization Subject to Development Details This policy was created in May 1991 and is no longer required as servicing is addressed in either the subdivision process or through the building permit process pursuant to Land Use Bylaw No. 35.

  3. Policy No. 6400-036 Natural Watercourse and Shoreline Areas Development Permit Area Interpretation This policy was approved in July 2009 and was intended to add clarification about activities that could occur in these development permit areas. The reports at that time described that the policy was only to be an interim measure until such time as the new Official Community Plan was adopted (it was in its early review stages at that point). With the adoption of the new Official Community Plan Bylaw No. 811 in October 2011, this policy can now be deleted as the Bylaw includes significant details about permissible activities in the development permit areas by property owners.

  4. Policy No. 6400-037 Gross Floor Area Measurement This policy was approved in July 2009 with the intention of adding clarification to Land Use Bylaw No. 35. This policy can now be deleted as "floor space", "floor space ratio" and "floor area ratio" are now covered fully in the definitions section of the new Zoning Bylaw No. 900, 2014 adopted in September 2014.

  5. Policy No. 500.31 Emergency Preparedness Coordinator & Emergency Earthquake Plan This policy was created in February 1994 and is now superseded by Emergency Measures Bylaw No. 388, 2000. With respect to the specifics of this policy, a report was written several years ago that identifies hazards in the Town and the stipend for the Deputy Emergency Coordinator is a yearly budgeted item. Accordingly, this policy is recommended for removal from the Policy Manual.

  6. Policy No E-700.27 Employees – Pay Scale This policy was created January 8, 1991 and simply directed the reader to refer to “Officers and Employees Bylaw No. 90, 1991”. This Bylaw and its amendments were repealed in September 2000 with another bylaw that did not include pay rates by position. Since 2000, wages have not been set by bylaw or policy. Accordingly, this policy is outdated and can be deleted.
