RE: Rezoning Application for 346 Island Highway
Project Overview
Urban West Architecture Inc. and Westplan Consulting Group in collaboration with Lombard North Group and McElhanney have prepared a rezoning application for a proposed multi-residential rental development to be located at 346 Island Highway. The site is located on the northern side of the Island Highway, abutted by the E&N Rail Trail and the Fort Victoria RV Park. The surrounding neighbourhood is primarily low-density residential.
The 94 unit proposed building is 7358.5 m² in size and is 6 storeys in height with two levels of below grade parking. The proposed Floor Space Ratio (FSR) is 2.06. The units will be a mix of one-to-three bedroom suites.
The design team consulted and collaborated with the Planning Department on several occasions and concluded that a six storey building with increased setbacks at the upper two levels (stepping the building) and a 2.06 FSR may be supported on the site.
Public Engagement
A Public Information Meeting (PIM) was held for the proposed project on March 27, 2024 via Zoom. The invitation was sent to households within a 400m radius of the site. Eleven community members attended. The feedback and general conversation are summarized below:
- Concerns about traffic on Island Highway and potential signal at Prince Robert Drive. General questions about traffic, parking and the Traffic Impact Assessment (TIA)
- Concerns about blasting and pile driving
- Questions about process and the Public Hearing, who the owner is and
- Questions about the road improvements timing
Policy Context
The proposed multi-residential rental development is 100% residential units and complies with the prescribed density for the Land Use Designation (LUD), therefore, under the new Bill 44 legislation a Public Hearing is not required.
