2011 Official Community Plan (OCP)

The proposed multi-residential rental development is located in the Helmcken Neighbourhood, the area directly East has been designated as a preferred location of a View Royal Town Centre, with public gathering spaces, transit infrastructure and a diverse mix of residential, commercial, civic and cultural uses. The adjacent site, the Fort Victoria RV Park, was selected by the community for the large land area; central locale; and excellent proximity to transportation infrastructure, including two regional highways and the E&N Rail corridor. The project is compliant with the OCP Land Use Designation of Intensive Mixed Use (IMU) which supports the development of low rise apartment buildings and a 2.5 FSR in this area and meets several policies and objectives. A portion of which are outlined below:

Policy LU1.1 Neighbourhood Centres

Create a network of neighbourhood-servicing, mixed-use centres. Encourage the majority of new and infill residential and commercial growth in these areas to create compact, walkable and cycling-friendly activity hubs.

The proposed development meets this objective as a purpose-built rental, infill project in a proposed Town Centre.

Policy LU1.2 Connected Centres

Ensure each neighbourhood is served and connected to the surrounding area by a range of transportation choices including transit, and bike and pedestrian pathways. Similarly, ensure that residential densities at neighbourhood centres increase the viability of transit, bike and pedestrian travel modes.

The proposed development meets this objective with the proposed frontage improvements on the Island Highway, the internal pedestrian and cycling network on the site, and the direct connection to the E&N Rail Trail. In addition, 94 new homes within the proposed Town Centre will help the Town of View Royal to achieve the densities necessary to support modal shift to transit and other multi-modal transportation.

Policy LU1.4 Diversity of Forms and Uses

Support a variety of residential and commercial forms and uses to encourage socio-economic diversity, and provide for the diverse needs of youth, families and an aging population.

The proposed multi-residential rental development is the desired housing typology for the future Town Centre and surrounding areas and has a range of suite sizes, ideal for the aging population who wish to age in place close to services and amenities, and for families that require multiple bedrooms in well-connected, mixed-use areas.
