Examples of Speed Reduction Strategies of Neighbouring Municipalities – A Review

City of Victoria:

Category Details
Description: All streets classified as local reduced to 30km/hr. Significant new regulatory speed signage required, to be installed on a neighbourhood-to-neighbourhood basis
Staffing Requirements: Ability to roll out year to year program, staffing to install and maintain signs
Enforcement Ability: High in signed areas
Costs: Capital and operational costs to install and maintain signs

District of Saanich

Category Details
Description: 30km/hr speed limit to be enacted on streets without continuous yellow centre lines, where bikeway exists, or is proposed in their Active Transportation Plan

Streets with continuous yellow centre line would undergo a safe speed study, utilizing a heavier policy-based approach
Staffing Requirements: Staffing required to administer safe speed studies, roll out year to year sign installation program and maintenance. Signage may be a combination of regulatory signage and gateway speed zone signage
Enforcement Ability: High in areas signed with regulatory speed limits, medium to high within gateway speed zones
Costs: Staffing costs to administer safe speed study, capital and operational costs to install and maintain signs

Township of Esquimalt

Category Details
Description: Council directed staff to gather public feedback then proceed to reduce speed limits on major roads to 40km/hr and all other roads to 30km/hr, with some exceptions. Signage installation plan to be over three years, prioritizing gateway entrances and major roads first.
Staffing Requirements: Staffing requirements potentially reduced due to less signs being installed (gateway signs reduce the number of signs required)
Enforcement Ability: High in areas signed with regulatory speed limits, medium to high within gateway speed zones
Costs: Potentially reduced capital and operational costs due to less signs being installed
