C-54-23: THAT traffic speeds on residential streets in the municipality that are not already 30km/hr, be reduced to 30km/hr.

C-24-24: THAT the “Change Name and Focus of Island Highway” proposal be referred to staff to assess reducing the speed limit from 50km/hr to 40km/hr

Residential vs. Non-Residential Classed Streets

  • Residential: MAXIMUM 30 km/h
  • Vs. Non-Residential: MAXIMUM 40 km/h To MAXIMUM 50 km/h

Costs, Benefits, and Impacts to Level of Service

A graph illustrates the relationship between Costs (Capital & Operations) and Enforceability, showing an exponential increase in costs as enforceability requirements rise.

  • MAXIMUM 30 km/h Signage:
    • Capital Costs: Sign Installation & Annual Maintenance
    • Analysis and Implementation Planning
  • Level of Service: Enforcement

  • Type A Streets (Residential, no Centre-line): MAXIMUM 30 km/h
  • Type B Streets (Residential, with Centre-line): MAXIMUM 30 km/h TO MAXIMUM 40 km/h
  • Some Major and Collector Streets (Island Hwy, Helmcken Rd): MAXIMUM 40 km/h

Quick Analysis “Test Fits” (Continued)

Street Type Proposed Speed Limit
Type A Streets (Residential, no Centre-line) MAXIMUM 30 km/h
Type B Streets (Residential, with Centre-line) MAXIMUM 30 km/h TO MAXIMUM 40 km/h

Concerns: Compliance at Major Road Corridors

  • Island Hwy: Colwood Interchange to Colwood Border
  • Ministry of Transportation & Infrastructure Roadway Interfaces:
    • Admirals Rd
    • Helmcken Rd (Hwy 1 Interchange)
    • Six Mile Rd

Additional Technical Analysis and Engagement Required

Page 270–282

Feasible Options: Speed Reductions

  • Option #1: A 30km/hr speed limit across all residential classed streets
  • Option #2: A 30km/hr speed limit for all residential classed streets except for those streets with a yellow centre-line, which would subsequently be a 40km/hr speed limit

AND

  • Island Hwy from Admirals Rd to Colwood Interchange can be reduced to a 40km/hr speed limit.

The Compromise:

  • Enforceability???

Page 270–282

RECOMMENDATIONS – 3 PARTS

1) Bylaw & Policy

  • Create Speed Limit Bylaw
  • Amend Traffic Calming Policy (reasonableness of existing?)

2) Public Engagement

  • Already completed as part of ATNP (Consult / Collaborate)
  • Next: educational component (Inform)

3) Implementation

  • Multi Year Capital Program
  • Signage Plan
  • Public Education Plan
  • Enforcement Plan
  • Monitoring Program
