Mayor Tobias called the meeting to order at 3:30 p.m.

The Mayor acknowledged that this meeting is being held on the traditional territory of the Songhees Nation and Esquimalt Nation.

4. PETITIONS & DELEGATIONS

a) R. Tooke, Manager of Sustainability, Assets and Support Services, City of Victoria, Re: City of Victoria’s Demolition and Deconstruction Bylaw

L. Taylor, Director of Development Services, introduced Mr. Tooke who gave a presentation to the Committee regarding the City of Victoria’s Demolition and Deconstruction Bylaw, specifically, development of the bylaw, salvage opportunities, policy approach, bylaw requirements, timeline, supports and resources, lessons, and insights.

The Committee and Mr. Tooke discussed refunds available, salvage versus rebuilding, repurposing wood, building age limit, diversion of wood materials from the landfill, other municipalities in the Capital Regional District that will be considering a similar bylaw, and fees.

5. PUBLIC PARTICIPATION PERIOD

a) D. Wilson, 291 View Royal Avenue, spoke to the Committee regarding the Code of Conduct review and suggested amendments for consideration. He requested that the Code of Conduct be a bylaw as opposed to a policy and that the Town hire a consultant to undertake the review.

6. BUSINESS ITEMS

6.1 PROTECTIVE SERVICES & COMMUNITY SERVICES – Councillor Brown, Chair

6.1.1 Chair’s Report The Chair thanked the View Royal, Colwood and Langford Fire Departments and the View Royal/Colwood Emergency Social Services for their responses to the May 8 fire in the 300 block of Island Highway.

a) West Shore RCMP Update

  1. Verbal report from Supt. Preston

Supt. Preston spoke to the Committee regarding statistics, calls for service, and open files in View Royal.

The Committee and the Superintendent discussed calls for service, staffing resources, homelessness, and bike patrols.

  1. RCMP Building Expansion Update

Supt. Preston gave an update to the Committee regarding the building expansion and noted going forward it would be helpful to have representatives from each municipalities form a building expansion steering committee.

The Committee and the Superintendent discussed location and funding.

a) A. DiLucca Bustard and J. Freeman, View Royal Community Association, Re: 2023 Grant in Aid Request

Ms. DiLucca Bustard and Ms. Freeman discussed the View Royal Community Association’s 2023 grant in aid request and gave a brief history of the View Royal Ratepayers’ Association and Community Hall to the Committee. The Association is requesting a grant in the amount of $5,000 to upgrade the hall with acoustic panels for sound dampening, sound system, and Wi-Fi connectivity.

9.1.1 Chair’s Report The Chair spoke to the Committee regarding the grand opening of the Juan de Fuca Recreation Centre’s Thrifty Foods Skatepark scheduled for May 13, 2023.

9.2 ENVIRONMENT – Councillor MacKenzie, Chair

9.2.1 Chair’s Report The Chair noted that several municipalities and jurisdictions are stepping up to reduce greenhouse gas emissions and feels this is the direction View Royal would also like to head in. She noted she will be attending the Climate Action Intermunicipal Task Force meeting on June 2, 2023.

The Committee and staff discussed the zero-carbon step code.

The Senior Planner gave a review of the report to the Committee.

K. Porter, applicant, discussed neighbourhood engagement and potential blasting for site preparation.

The Committee requested that renderings, a contour map, and a cross section that includes the Trans-Canada Highway be provided. The Committee discussed landscaping, the hedge between 10 and 14 Erskine Lane, screening, highway noise mitigation, and affordability.

E. Gibson, applicant, discussed elevations, updated renderings, and the hedge between 10 and 14 Erskine Lane.

The Director of Development Services gave a summary of the report to the Committee.

The Committee and staff discussed the number of applications reported, number of units, population growth, affordable housing, and below market rentals. It was noted a discussion is required regarding development at the next Strategic Planning session.

9.3.4 New Business

a) Shelter Proposal – Councillor MacKenzie

Councillor MacKenzie noted that there is a need for an emergency shelter on the West Shore. She proposed that the Town reach out to the neighbouring communities to see if there is support for an emergency shelter.

The Committee discussed the possibility of an emergency shelter, location, increased calls for service, the Town not being solely responsible for providing housing for individuals in the West Shore and impact to neighbourhoods.

9.4 PUBLIC WORKS & TRANSPORTATION – Councillor Rogers, Chair

9.4.1 Chair’s Report The Chair noted that the Capital Regional District will be providing tours of the Sooke Watershed and encouraged members of the Committee to take part in the tour.
