Project / Event / Program Name & Description: Vancouver Island South Film and Media Commission The Vancouver Island South Film and Media Commission (VISFMC and formerly the Greater Victoria Film Commission) was established as a non-profit economic development office on September 12th, 1996. Our mandate is to create jobs and economic development in the creative sector by marketing the locations, crew, talent and services of the Capital Region to the domestic and international film and television industry. We offer comprehensive production support and access to services from skilled professionals and local businesses dedicated to the motion picture industry. The Film Commission also develops the critical infrastructure and skilled labour to attract major film and television productions to the region and foster a thriving local industry.

Your Organization’s Objectives and Services
1) Describe your organization’s mission statement and how your services meet them:
The purpose of the Film Commission is to create jobs and further the competitive position of the Capital Regional District in the world film location market by providing infrastructure for communication, marketing, standards of practice and production expertise among the communities of the CRD, film related business and local industry personnel.
The Film Commission meets these objectives through provision of numerous services, including:
Production/Location Services The Production/Location Services department is the area of service within the Commission most familiar to film companies and producers. Commission staff and contractors provide the following assistance:
Script Breakdown Using an online location library as a base resource, we provide complete script breakdown services for feature film, television movies, series and pilots. Photo files are sent using ReelScout to producers and location managers to visualise their projects to Greater Victoria and Southern Vancouver Island.
Scouting and Surveys Based on production and script requirements, we scout and photograph specific locations not on file in the digital library. The Commission may provide location scouts to accompany producers and directors on tours of Greater Victoria and Southern Vancouver Island in search of suitable locations.
Ongoing Support Producers and Location Managers use the Production/Location Services Department for research, location expertise, and assistance with other support and technical services. Staff contact appropriate agencies regarding immigration/work permits and city filming permits, as well as information on trade unions, guilds, labour rates, studio facilities, post-production facilities, hotels, and suppliers.
Photo Library The library is continually being updated and expanded with key images from across Greater Victoria and Southern Vancouver Island used in script breakdowns, commercial requests and ongoing production support. It is used internally by Commission staff and contractors, and externally by producers, location managers and other industry personnel.
Our programs also include training for local crew, and information seminars for businesses interested in working with the film industry, as well as networking events for the film industry professionals. As part of our programs we had the following events in the last year:

- Film Industry Mixer – Online Mixer and Holiday Movie Pitch Contest
- Motion Picture Industry Orientation Course
- Act Safe Motion Picture Safety Course
- Camosun College – Co-operative Education – Mock and Informational Interviews

Details of Your Organization’s Grant Request
1) Nature and goals of the project, program or event:
Our purpose is to increase the amount of film and media production in the CRD, thereby creating jobs and economic development. Local production levels in 2020 at 562 filming days created an estimated $50 million in local spending. Several factors have contributed increased film production in our region. First, the CRD was included in the distant tax credit; second, the Canadian dollar remains low; and finally, an increase in staff has allowed us to put in the work needed to land these shows.
The Film Industry in British Columbia currently brings over $3.2 billion a year into the economy and employs over 71,000 BC residents. With the help of the community, local and provincial governments and the addition of a film studio there is no reason why the CRD cannot attract a minimum of 10% of that $3 billion, which would represent $300 million in direct spend to the Region. Generating this level of sustainable economic impact requires an immense effort to sell the locations, services and expertise of the region to producers, and to provide extensive logistical support once a major production arrives. We cannot do this without reasonable sustainable funding.
2) Summary of direct and indirect benefits to the Town of View Royal:
Film dollars support a wide range of services on Southern Vancouver Island and the CRD, helping to foster a vibrant local economy. The film industry not only provides jobs for our local crew and income for their families, but offers training and future opportunities for young people to work on Vancouver Island. Over the last 10 years the Film Commission has contributed in excess of $200 million film dollars in direct spending to the local economy. This represents an average of $20 million per year to local salaries and a wide range of services:

Conditions of Funding
- The applicant must acknowledge the support of the Town in all printed and publicity material related to the project, event, or program;
- Funds must be used for the purpose for which they were requested. Any funds not used for the requested purpose must be returned to the Town.
- Funds will be released as follows: a. Grants in aid provided for annual programs will be released at 100% at time of approval by Council; b. Grants in aid provided for special projects or events will be released at 50% at time of approval by Council and 50% after receipt of the final report; c. Conditional grants in aid will be paid 100% upon satisfactory proof that the conditions, as set by Council, have been met.
- Organizations receiving grants from the Town shall provide an accounting of the project or program for which the grant was approved as follows: a. Where the grant in aid was for a specific project or event the applicant must submit a final report within 45 days after the project or event is complete. b. Where the grant in aid was in support of an annual program, the applicant must submit a final report within 60 days of the end of the organization’s fiscal year.
- An final report must include the following information: i. Evaluation of the project, event, or program; ii. Financial statement of actual revenue and expenses for the project, event or program; iii. Attendance figures, if applicable; iv. Number of participants in the project, event, or program; and v. Evaluation of the direct and indirect benefits to the Town.
- In the event that the project or program is not completed, the grant recipient organization must notify the Town as soon as practical and refund any grant funds that have been provided for that project.
