PURPOSE OF REPORT:

To provide the Committee with a design solution to the pre-existing site constraints that have resulted in some non-standard design elements to the Watkiss Way at Erskine Lane roundabout.

BACKGROUND DISCUSSION:

As a condition of rezoning the developer of 9 Erskine Lane agreed with the Town to design and construct a roundabout at the intersection of Watkiss Way and Erskine Lane. During the detailed design of the roundabout two significant site constraints were discovered to have a notable impact to the pedestrian connectivity of the roundabout’s operation:

  1. Narrow, 10m wide right-of-way (ROW) width on the Stoneridge Drive leg of the intersection (typical ROW width is 14m - 18m), and
  2. Conflicts with the existing driveways on Erskine Lane near the intersection.

The narrow ROW would result in the public sidewalk encroaching upon private property in order to position the crosswalk far enough away so that a vehicle stopped for crossing pedestrians doesn’t impede the flow of traffic in the roundabout.

The conflict with existing driveways on Erskine Lane prevents the placement of a crosswalk in the standard area within the roundabout design as it would create an unsafe design for pedestrians.

The design solution addresses the issues while still maintaining the transportation design elements of a roundabout. In addition, the design mitigates the impacts to existing property owners. The design was developed by the consultant, reviewed by staff, and audited by the Town’s consultant. In addition, staff required an Origin and Designation (O&D) study to determine the likely pedestrian flow patterns. All three parties agree that the submitted design best suits the needs of the community while still providing a safe transportation solution.
