Jedburgh Road Parking Concerns

RECOMMENDATION:

THAT the Committee recommend to Council that the No Parking Signs on Jedburgh Road be re-installed.

PURPOSE OF REPORT:

The purpose of this report is to update the Committee on the concerns received by the residents of Jedburgh Road after parking was allowed on the curbed area of Jedburgh Road from Jedstone Place to 18 Jedburgh Road.

BACKGROUND:

The Town received a request to remove the No Parking restrictions on Jedburgh Road from Jedstone Place to 18 Jedburgh Road as shown on Attachment #1. Since the No Parking signs were removed, the Town has received several emails (Attachments #2 & #3) concerning road safety as well as emergency vehicle access concerns. In addition, difficult access for large pickup trucks and recreational vehicles with the narrowing travel lanes were issues of concern for residents trying to access their driveways.

PROJECT INFORMATION:

The Jedburgh Road paved surface is approximately 6 to 6.5 metres wide; this width helps to keep speeds low and allows for two cars to pass each other simultaneously. Typically, lane widths for local roads are 3 to 3.3 metres in width. Prior to allowing parking on the south side there was room on the north side for informal parking on the gravel shoulder in various areas.

Allowing cars to park on the south side reduces the travel portion of the paved road surface to a varying width of 4 to 4.5 metres. This width does not allow for two cars two pass simultaneously and requires one of the vehicles to pull into a driveway access to allow the oncoming car to pass.

In the event of a fire emergency it would be difficult for a fire truck to access the area if cars were parked on both sides of Jedburgh simultaneously. It is generally a desire by emergency services that a 6 metre clear path be available for emergency vehicle access.

It should be noted that a similar situation exists on Conard Avenue from Camden Avenue to Chancellor Avenue. It has been in place for several years and the Engineering Department has not received any recent concerns form the residents in that area. Street parking does seem to be less prevalent in this area.

ALTERNATE RECOMMENDATION:

THAT the Committee receive the report for information.
