Dear Engineering, Mayor & Council,

Our strata plan EPS3935 is aware of the parking situation faced on Jedburgh Rd. We understand multiple ongoing requests have led to the town allowing additional parking on the southeast side of Jedburgh Rd to help alleviate the issues faced with limited availability in the area (see figure 1 & 2 on page 3). We understand this change from the perspective of the Town of View Royal adding the availability as an overflow parking during peak times. As well, we understand concerns for resident access to driveways and sightlines along Jedburgh Rd.

We agree the situation is delicate in nature and one we are working to alleviate for all residents in the area considering our growing community. As a strata, we recently designated one gravel location as “visitor parking” on our street (see figure 7). Properties on our street have also taken action to increase their own available driveway space to increase off street parking.

One discussion among neighbours located on Jedburgh and Jedstone is the implementation of angled parking along Jedburgh Rd. Such work could be done by relocating the sidewalk further back along the unused boulevard sections. This could be achieved with minimal impact avoiding any movement of utility poles and other services. In doing so, this could create 5-7 spaces along Jedburgh Rd, safely maintaining sightlines and road width requirements. Adding these additional spaces would greatly reduce the burden on the available parking in the area. See figure 3 & 4 on page 4 as a brief example of the proposed locations.

The new parking permitted section on Jedburgh Rd. may also be suited to allow for a time limit or hours of use restriction to discourage long term use and be viewed as an overflow solution (i.e., 4 hours maximum parking or no parking from 8am-6pm).

It was noted “No Parking” sign may have been removed on the south side of Jedstone in the recent weeks during the period of (Aug 15-30). However, no communication was offered to our strata for this removal, nor was a revised parking plan communicated to the strata. In the event any signage was removed on the strata, we must request this be restored until any changes or decisions have been finalised.

We have concerns regarding the removal of the no parking signs in relation to the private strata road. We would like to clarify if The Town of View Royal proposes amending the parking plan to allow for strata visitor parking on Jedstone Pl in restricted locations (see Figure 5 & 6 on pages 5 and 6). As noted in the appendix PDF strata plan, we have highlighted what we anticipate are the proposed sections for available parking, with the red areas outlining the “No Parking” areas, including the required hammerhead for turn around.

We noted under the Strata Property Act in Division 1, section 2.2 “An owner who has the use of limited common property must repair and maintain it, except for repair and maintenance that is the responsibility of the strata corporation under these bylaws”. The additional wear and tear on Jedstone Pl are the sole responsibility of the strata due to the private road status. The concern with the above statement is increased when considering liability and insurance. Signage and enforcement would then become the responsibility of the strata as well, which we fear may lead to additional issues. We do acknowledge the changes in parking suggested by the Town of View Royal may be limited to our strata residents however further clarification and communication is needed on this matter.
