RE: Speed Limit Reductions

The proposal by District of Saanich is to have a universal speed limit of 40 km/hr on all local streets that do not have painted centerlines. All arterial, collector and major local streets with painted centrelines would not be impacted.

It is staff’s understanding through communications with the Westshore communities that the following outcomes are anticipated, as of November 6, 2020:

  • District of Highlands is universally 30 km/hr - therefore will not be participating
  • City of Colwood are awaiting results of the pilot project before making a decision
  • City of Langford is not participating
  • Township of Esquimalt is taking the pilot project to Council for consideration at an upcoming meeting

The red solid lines in the attached drawing are the roads that would be impacted by a universal 40km/hr designation. In discussions with the Fire Chief, he noted his concerns regarding volunteer firefighters getting to the station as regulations state that volunteers are not allowed to speed to travel to the Public Safety Building even in the event of an emergency. Several of the other municipalities participating in the pilot project have professional fire stations and therefore do not have the same concerns regarding volunteer firefighters responding to emergency calls.
