Official Community Plan – Regional Context Statement Update

PURPOSE:
To provide information and a proposed schedule to update the regional context statement in the Official Community Plan.
DISCUSSION:
Capital Regional District Regional Growth Strategy Bylaw No. 1, 2016 (the Regional Growth Strategy) was adopted by the Capital Regional District Board on March 14, 2018, superseding the CRD’s first RGS adopted in 2003.
The Local Government Act requires that Official Community Plans in member municipalities include regional context statements that specifically identify the relationship between the RGS and the OCP, and if applicable, identifies how the OCP will be made consistent with the RGS over time.
At the May 14, 2019 Committee of the Whole meeting, staff proposes to present a draft regional context statement that would address the new RGS. The draft regional context statement would be incorporated into an OCP amendment bylaw. The proposed schedule is as follows:

Section 446 of the Local Government Act requires that councils must submit a proposed regional context statement to the regional district board within two years after the regional growth strategy is adopted. The proposed schedule to submit the regional context statement is well ahead of the March 14, 2020 CRD deadline, in case additional time is needed for any of the following:
- Revisions requested by the Committee of the Whole;
- The CRD review committee and Board meeting schedule;
- Revisions and resubmissions required by the CRD; and
- The Town’s Council and public hearing schedule
To minimize the potential for revisions and resubmission, the CRD has prepared a framework that helps guide the process and provides information on how regional context statements will be evaluated. The following material is provided for the Committee’s review in advance of the initial draft of the regional context statement
