PURPOSE OF REPORT:

The purpose of this report is to introduce an amendment to Subdivision and Development Servicing Bylaw No. 985, 2017 to allow cash in lieu of services to be received in certain situations.

BACKGROUND:

There have been recent examples of development within the Town where the ultimate configuration of the road frontage is not possible because the Town is not ready to proceed with the redevelopment or redesign of a corridor. In those situations, the developer may not have to install or fund the future alignment, leaving this eventual cost to be borne by the Town.

PROPOSAL:

The attached draft Bylaw amendment (Attachment 1) would facilitate taking cash in lieu of works in situations where the development precedes the redevelopment of a corridor, and places any funds received into a reserve that will then be used towards the cost of the works to be completed.

ANALYSIS:

The amendment ensures that development that precedes a larger project by the Town contributes towards the cost of the works.

If Committee of the whole concurs with this proposal, the bylaw will be brought forward for readings at the next Council meeting.
