PURPOSE OF REPORT

The purpose of this report is to present the application for a Development Variance Permit (DVP) for 14 Jedburgh Rd to permit a nine lot subdivision in an R-1B: Detached Residential (Medium Lot) configuration. The variance is to the distance of the common access roadway from 9m to 0m; essentially a technical variance to permit the subdivision in the context of the two existing lots at 20 and 24 Jedburgh Rd.

BACKGROUND

The site is currently zoned R-1B: Detached Residential (Medium Lot) and sits directly north of Island Highway right-of-way within a neighbourhood consisting predominantly of detached houses sharing the R-1B zoning.

PROJECT INFORMATION

Proposal

The proposal for the property is to subdivide the land described as 14 Jedburgh Rd (and identified within the attached tentative plan of subdivision) into nine lots ranging in size from 610m² to 827m².

The applicant has submitted the following information in support of their application:

  • Applicant's Letter – Wayne Hopkins, Merdyn Development Group – May 6, 2016
  • Tentative Plan of Subdivision – J.E. Anderson & Associates – February 15, 2016

The proposed Development Variance Permit addresses the following aspects:

  • A variance to the distance of the common access roadway to the existing side lot line from 9m to 0m.

Issues

This is a technical variance for a regulation which is designed to provide Council with discretion regarding the granting of subdivisions in a panhandle configuration. In this case, due to the configuration of the Common Property Strata Access, the variance is to permit the location of the strata road in the context of the two lots at 20 and 24 Jedburgh Rd. Staff does not believe that granting the variance will result in an undue impact on 20 or 24 Jedburgh Rd. The site itself is zoned for detached residential development under an R-1B zoning and the proposal is logical and consistent with the neighbourhood's pattern of development.
