Medical offices have a high parking demand (A GP can see 7 or more patients in an hour). Staff will continue to explore this use, and suggest that minor updates to existing commercial zones to allow for medical offices may be warranted.

Council 2020-11-03 C-116-20 THAT staff work with the developer of 9 Erskine Lane, the Capital Regional District (CRD) and the owner of 2 Hospital Way to install a gravel trail over the CRD property that bisects 9 Erskine Lane and is a right-of-way over 2 Hospital Way. Research indicates this a SRW for both CRD and Fortis. Owners of Hospital Way site are considering future of site and they are not able to consider SRW until that assessment is complete.
Council 2021-02-16 C-18-21 THAT due to the potential increase in pedestrian and vehicle traffic from the Shoreline School expansion, staff ask ICBC to undertake a safety audit at the intersection of Shoreline Drive and Island Highway; AND THAT a traffic study be completed for the intersection of Shoreline Drive and Island Highway. Council 2021-03-16 C-26-21 THAT the remaining building permit fees, totaling $18,000, for the Scottish Cultural Centre to be constructed at 1801 Admirals Road be recorded as paid on behalf of the Victoria Highland Games Association and be recorded as a grant in aid; AND THAT the Town of View Royal enter into an agreement with the Victoria Highland Games Association that will facilitate the Town’s use of the Scottish Cultural Centre, once completed, for a predetermined number of hours at a substantially reduced rate. Council 2021-05-18 C-60-21 THAT Thetis Lake Park Emergency Response Services Cost Recovery Bylaw No. 1073, 2021 be referred back to staff to gather input from Capital Regional District and seek clarification on Section 2.0 provisions including applicability to only Thetis Lake park; retention of alcohol and drug references; evidentiary requirements; determination of one metre jump or dive height; and the ability to collect the user fee. Council 2021-06-01 C-67-21 THAT the Parks, Recreation and Environment Advisory Committee’s May 25, 2021 motion PREAC-05-21 regarding the request for the Town’s Climate Action Strategy to include incentives for conversions from existing oil and natural gas heating systems to electric heat pumps along with the PREAC-04-21 motion that recommends the establishment of a $50,000 budget from which to provide $3,000 grants for households towards this purpose be referred to staff. Council 2021-10-19 C-107-21 THAT Development Variance Permit No. 2021/03 be approved as per the report dated October 14, 2021 from the Senior Planner titled “Development Variance Permit No. 2021/03 – 373 Island Highway”; AND THAT Development Variance Permit No. 2021/03 include the following variance: •Variance to the definition of “grade” within Section 2 of the Zoning Bylaw No. 900, 2014 as follows: from: “the weighted average of the existing grade or finished grade, whichever is lower, immediately adjoining or immediately below each exterior wall of a building, except: localized natural depressions, localized depressions no wider than 10m for vehicle entrances, or localized depressions no wider than 5m for pedestrian entrances” to: “13.53m geodetic or finished grade, whichever is lower”. Council 2021-11-02 C-115-21 THAT Development Permit No. 2021/10 be approved as per the October 29, 2021 report from the Senior Planner titled “Development Permit 2021/10 – 298 Island Highway” subject to Environmental Management Act requirements; AND THAT Development Permit No. 2021/10 include variances to provisions of Zoning Bylaw No. 900, 2014 for the following: 1.variance to the percentage of total parking spaces to be small car spaces in Section 5.5.3 from 30% to 60%; and 2.variance to the number of commercial loading spaces in Section 5.10, Table 3 from two to one. AND FURTHER THAT Development Permit No. 2021/10 include the following conditions: 1.a covenant is to be registered prior to building permit issuance to secure the following: a.commercial parking spaces to be available for shared use by visitors during non-business hours b.proposed communal rooftop deck not to be used between the hours of 10:00 pm and 7:00 am to avoid any excess noise; 2.proposed encroachments are to be addressed prior to building permit issuance, at the applicant’s cost; 3.a 3 m x 3 m corner cut at the Island Highway/Helmcken Road intersection is to be dedicated as road prior to building permit issuance; 4.exterior lighting is to be “dark skies friendly”; and 5.a security deposit for onsite landscaping is to be provided prior to building permit issuance.
