1. CALL TO ORDER
Mayor Screech called the meeting to order at 3:30 p.m.
The Mayor acknowledged that this meeting is being held on the traditional territory of the Songhees Nation and Esquimalt Nation.

- 2021 Annual Year End Report
Insp. Preston reviewed the 2021 Annual Year End Report and discussed statistics, calls for service, required staffing resources, and open files within View Royal.
The Committee and Inspector discussed calls for service at the Victoria General Hospital and the length of time for these calls.
The Committee requested that the Inspector provide the Mayor and Chief Administrative Officer with the requested staffing numbers per capita to ensure all partners provide the detachment with personnel based on the same understanding.
b) Building Department Report for the Month of March 2022

6.2.1 Chair’s Report
The Mayor indicated he has received inquiries from property owners near the intersection of Island Highway/Helmcken Road asking if the Town could address their concerns regarding water pooling on a development site in that area as it seems to be mosquito breeding location. The Director of Development Services noted that the Town wrote to the developer requesting that if there are no immediate plans for the site, that the hole where the water is pooling be filled.

e) 2022-2026 Financial Plan Approval

The Director of Finance provided a summary of the report to the Committee.
The Committee discussed revised RCMP costs, ability for reserves to offset some of these revised costs, and the tax increase required for 2022.

COW-11-22 THAT the Committee recommend to Council that the 2022-2026 Financial Plan be approved in principle, as amended;
AND THAT the 2022-2026 Five-Year Financial Plan bylaw be prepared for consideration at the April 19, 2022 Council meeting. CARRIED
f) 2022 Tax Rate Options
- Report dated April 4, 2022 from the Director of Finance
The Director of Finance gave a summary of the report to the Committee.
The Committee and staff discussed the six scenarios described in the report, actual tax increases, and the impact of the different scenarios to various tax classes.
The Committee asked staff to develop two additional scenarios during the break for further consideration in the evening portion of the meeting.

f) 2022 Tax Rate Options The Director of Finance provided two additional tax scenarios and sample property comparatives based on these scenarios for the Committee.
The Committee and staff discussed the impact of the different scenarios to various tax classes.

COW-12-22 THAT the Committee recommend to Council that a tax rates bylaw be prepared for 2022 based on a 5.5% tax increase by increasing each property class’s total contribution by the same percentage, except for the tax rate multiple for the Recreation/Non-profit (Class 8) is to be set at 6.0. CARRIED
g) Advisory Committee Meetings

COW-13-22 THAT the Committee recommend to Council that the Advisory Committees continue to meet electronically on the Microsoft Teams meeting platform until at least December 31, 2022;

h) Election Procedures Bylaw No. 989, 2018 – Proposed Amendments: Election Signs and Logo Use

The Director of Corporate Administration gave a summary of the report to the Committee.
The Committee and staff discussed potential additional sign zones, clarification between sign zones and areas within the zones, enforcement, and sign heights.

a) Welland Legacy Park Councillor Rogers noted that the Lifecycles Project is doing a remarkable job at Welland Legacy Park and will be holding a Fungi Workshop on April 24, 2022 at the Park. He encouraged those interested in attending the workshop to sign up via the Lifecycles Project website.

The Director of Development Services reviewed the report for the Committee.
Mr. Banks, project architect, spoke to the Committee noting that the arborist’s report has been commissioned but not completed and the owner/occupier has already initiated neighbourhood engagement.

The Senior Planner gave a summary of the report to the Committee.
A. Lowe, project architect, discussed potential solutions and challenges associated with the installation of displaced bicycle parking stalls.
The Committee and staff discussed acceptable outcomes for the installation of the displaced bicycle parking stalls, maneuverability in the underground parkade, and the security of the proposed covered bicycle rack parking area.
