9. NEW BUSINESS
a) Lime Kiln Cove Potential Stairs to Beach Councillor Rogers stated the potential addition of stairs from the existing viewing platform to Lime Kiln Cove beach, at the bottom of Helmcken Road, was not supported by the Committee of the Whole at its October 8, 2019 meeting.
b) Park Improvement List The Chair has provided a list of parks to Advisory Committee members. Staff will review the Chair’s park improvement list against the priorities for improvements established in the Parks Master Plan.
c) Access to Jalan Park – C. Baur The Committee discussed the Town’s policy on fencing of public parks.
d) Vice Chair Role The Committee discussed the Vice Chair role and noted that the selection of Chair and Vice Chair is done every March.
e) Electric Vehicle Replacement The Committee discussed electric vehicle use by the Town.
The Director of Development Services noted that the Town follows its Purchasing Policy when replacing vehicles, selecting the best and lowest emission possible while being fiscally responsible.

PREAC-04-19 THAT the Committee recommend to Council that the Town consider a plan to purchase hybrid or electric vehicles for each of the Town’s twenty-five gas vehicles when they come up for replacement;
AND THAT the Town budget accordingly. CARRIED
f) Gas Furnace Replacement The Committee discussed that the Public Safety Building and the Town Hall have gas furnaces and they hope that in the future they will be replaced with heat pumps.
The Director of Development Services noted that the Town’s Climate Action Plan update will be part of the 2020 budget deliberations and five-year Financial Plan.
g) 2020-2024 Financial Plan – Council Initiatives – Excerpt from October 8, 2019 Committee of the Whole meeting minutes provided for information The Committee discussed Council proposed initiatives for the 2020-2024 Financial Plan, in particular:
- a comprehensive Trails Master Plan;
- installation of a toilet in Portage Park; and
- View Royal Park Master Plan review and update.
h) Update on Forage Fish Beaches Councillor Rogers noted that Council would consider a grant-in-aid application, if received from Peninsula Streams Society, regarding a fish forage beach from Hospital Creek to the old boat launch at Portage Inlet Linear Connector Park.
i) Parks and Trails Smart Phone Apps Councillor Rogers described phone apps for parks and trails users.
j) What’s Coming – Councillor Rogers View Royal Park Master Plan Review – Currently underway The Director of Development Services advised that the View Royal Park Master Plan is currently under review by a consulting landscape architect. The consultant will report back to staff on findings from engagements with park users during different times of the day. A draft will go to a Committee of the Whole meeting in 2020 and then a public open house will be held.
Connectivity Master Plan – To be considered in 2020 budget deliberations The Director of Development Services advised that Council will be reviewing a project summary on a Pedestrian Connectivity Master Plan during the 2020 budget deliberations. This Pedestrian Connectivity Master Plan will identify strategic locations for new trails and missing linkages, and it will establish trail standards for all trails in View Royal.
Official Community Plan Review – Anticipated for 2020/2021 The Director of Development Services advised that an Official Community Plan review will be part of the five-year Financial Plan starting in 2020. Over an approximate eighteen month process they will review and recalibrate the existing Official Community Plan, fulfilling the Town’s vision and focusing on the critical importance of climate change.
k) Kayak Access at Mellor Park The Committee discussed the improvements at Mellor Park noting that there is no access to launch a kayak as it is very muddy. It was also noted that Mellor Park is at the mouth of an estuary and the tide and mud is critical for the ecological environment.
Committee members noted that Stewart Avenue access and Parsons Bridge trail have kayak access.
l) Access and Signage at Eagle Creek Park The Committee discussed the lack of signage at Eagle Creek Park and the lack of parking. It was noted that this is more of a walking connectivity park and not a destination park. Staff to review if there is potential for wayfinding signage at Eagle Creek Park.
