1. CALL TO ORDER
Mayor Screech called the meeting to order at 3:32 p.m.
The Mayor acknowledged that this meeting is being held on the traditional territory of the Songhees Nation and Esquimalt Nation.

Supt. Preston discussed open files, statistics, area protests, and calls for service.
The Committee and Supt. Preston discussed homeless camps, the BC Urban Mayors’ Caucus push for the Province to provide complex care housing solutions, thefts from homes, calls for service to Victoria General Hospital, COVID-19 safety measures at the detachment, and cooling/warming centres in the West Shore.

The Committee and staff discussed the placemaking initiative, opportunities for Council members to approach the Town’s Regional Transit Commission representative, Mayor Martin, regarding increased transit frequency during summer months to the Thetis Lake area, CleanBC heat pump rebate program uptake, and the BC Step Code in relation to the Town’s Community Climate Action greenhouse gas emissions targets.

The Committee and staff discussed collection of sewer payments, drainage at Helmcken Centennial Park, and BC Hydro’s newly installed LED lighting.

The Committee discussed their concern regarding the Plan’s depletion of reserves.

COW-01-22 THAT the Committee recommend to Council that the Greater Victoria Public Library (GVPL) 2022 Budget and Five-Year Financial Plan be approved in principle;
AND THAT the Town’s GVPL representative relay to the GVPL Board the Town’s concern regarding the depletion of the GVPL’s reserves shown at the end of the Five-Year Financial Plan. CARRIED

The Committee and staff discussed incorporated changes, removal and protection of significant trees, replacement trees, and damage to and watering of replacement trees.

The Senior Planner gave a review of the report to the Committee.
The Committee, staff, and applicants discussed the provision of community amenities, off-site parking, incentives to minimize car use, consideration of three-bedroom units, options to minimize impact on adjacent townhouses, and neighbourhood engagement.

b) Rezoning Application No. 2021/02 – 5 Erskine Lane
a) Report dated January 5, 2022 from the Community Planner
The Community Planner gave a summary of the report to the Committee.
A Committee member discussed the potential of an emergency lane dedication parallel to the Galloping Goose Trail for traffic to exit onto Hospital Way though another Committee member noted the topography is quite challenging in that area. The Committee discussed density, height, and neighbourhood context.

1. Sidewalk Clearing – Mayor Screech
The Director of Engineering discussed current and potential sidewalk snow removal areas in View Royal.
The Committee and staff discussed staffing challenges during the recent snow event and use of snow removal equipment.

COW-03-22 THAT the Committee recommend to Council that staff report back to Council on options for snow removal on sidewalks, particularly on the main thoroughfares. CARRIED

11. QUESTION PERIOD
a) M. Hankewich, 76-14 Erskine Lane, inquired about the Town’s plans for Watkiss Way between Helmcken Road and Burnside Road as well as for Erskine Lane. M. Hankewich was encouraged to contact staff to discuss the Transportation Plan and the Official Community Plan.
M. Hankewich asked about public consultation regarding the use of community amenity contributions received from Erskine Lane developments. The Mayor confirmed that the use of community amenity contributions will be discussed publicly, residents will have the opportunity to participate in these meetings and can also write in to express their ideas, and that decisions will be made in an open forum. He noted that community amenity contributions are to be used not only for the specific street where a development may be occurring, but are also for the broader community.
