1. BACKGROUND

Purpose of Strategy:

  1. Forecast community Green House Gas emissions
  2. Set emissions reduction targets
  3. Develop a plan to meet the targets while working towards carbon neutrality
  4. Increase community awareness and encourage action by individuals to reduce community emissions (online resource guide)
  5. Establish strategies for regular monitoring and progress reporting

Community emissions are territorial (local), not consumption-based, i.e. emissions generated elsewhere in the production of food and other goods.

  • Public engagement summary of workshops and community survey was presented at the December 14 Committee of the Whole meeting
  • Emissions targets set at January 18 Council meeting:
    • 45% from 2007 levels by 2030; and
    • 100% from 2007 levels by 2050.

  • 45% reduction in emissions below 2007 levels by 2030
  • 100% reduction in emissions below 2007 levels by 2050

These were the targets chosen by Council and affirmed by workshop participants and confirmed in the public survey.

Emissions reductions over time

By 2030, the majority of emissions savings will be from actions to electrify transportation.

By 2040 and 2050, actions to reduce emissions from community buildings will have a big impact on reaching targets.

Remaining emissions

Tackling remaining emissions between 2040 and 2050 will come from:

  • Added support at a provincial and federal level.
  • Technological improvements.
  • By implementing Big Moves ensure we are well positioned to take advantage of emerging technology.

Expected Climate Impacts and Risks for View Royal

  • Year-round temperatures will rise, + severe heat event likelihood
  • Dry spells in the summer will extend
  • Forest fire risks will increase
  • Food security risks
  • Storm activity will become more frequent and intense, with higher winds and more precipitation falling during storm events
  • Sea levels will rise and will be subject to larger storm surge and wave effects, further increasing the risks of sea level rise
