RE: Updated Subdivision Application at 221 Atkins Road
Dear Ms. Chase
Further to the feedback received at the May 11th Committee of the Whole meeting I have liaised with Town staff to integrate the comments into the updated submission. Specifically, the density has been reduced to allow for a 2-lot configuration without any requirement for variances as indicated by the Committee. In addition to the elimination of variances this revised configuration allows for the retention of additional trees and vegetation which the Committee requested and favoured.
The revised application remains aligned with the View Royal Official Community Plan and the community indications of support noted in Appendix A in the following key aspects:
LU 2.1 Residential Character and LU 2.3 Targeted Residential Infill
- Subdivision can be achieved within existing large-lot residential zoning
- Targeted infill ensures that form and character is consistent with neighboring properties
NE 1.5 Aquatic and Riparian Resources and Ecosystems
- Environmental protection has been integrated in design to preserve and enhance the natural features, including retention of trees, within the development area as determined and recommended by the Qualified Environmental Professional.
- Reduced environmental impacts on the subdivided lots and adjacent lands would also result from the extension of the sanitary sewer to replace existing septic systems.
HS1.10 Affordability by Design and HS 2.2 Infill Housing
- The proposed infill subdivision, resulting in the creation of one additional lot, would create more options for affordable housing relative to the existing configuration and would enhance the diversity of housing available in the neighbourhood.
- Enhanced financial sustainability for the Town of View Royal due to an anticipated doubling of property tax revenue, at a minimum, from the subject lands.
